Introduction
In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).
TPM will help USAID to better understand project results and the complex Haitian development context (including institutional norms and behaviors) through data collection and analysis. Unlike most USAID activities, ESS+ is demand-driven and depends on the Mission to identify its monitoring, evaluation, and learning (MEL) needs. To date, USAID has requested support in conducting TPM for the Office of the Humanitarian Assistance portfolio, Health sector and Office of Infrastructure, energy, and engineering (OIEE). ESS+ anticipates future needs on the remaining technical sectors where USAID Haiti operates including Democracy, Human Rights and Governance (DRG), Education, Economic Growth and Agricultural Development (EGAD), and Resilience and New Partnership Engagement (RNPE).


Fonctions

Position Description
ESS+ is seeking a data analyst to support the TPM activities. ESS+ is using the services of two local firms to conduct all USAID requested TPM on the ground in the field. ESS+ expects to submit reports every month for the BHA activities and every three months on services quality assessment, quantitative verification on the sites and clients’ satisfaction. Frequency of other reporting will be determined as the requests come in. The data analyst will support data analysis, and writing of reports and other dissemination materials for all TPM activities.


Qualifications Requises

Qualifications
•A master’s degree in a science-related major
•Minimum 3 years of experience in authoring reports, briefers, two-pagers and storytelling from quantitative and qualitative data
•Hands on data analyses of quantitative and qualitative data using adequate software
•Strong writing and oral presentation skills.
•Experience with data visualization methods for qualitative and quantitative data.
•Must be fluent in both English and French
•Familiarity with USAID policies and practices including evaluation policy, results frameworks, and performance monitoring plans

Roles & Responsibilities:
•Manage the TPM in a respectful and transparent manner, ensuring the achievement of above-mentioned activities
•Lead, coordinate and conduct all data analyses; ensure all qualitative and quantitative data analyses meet the requirements for the TPM
•Ensuring the highest level of reliability and validity of the data being reported.
•Author monitoring reports, presentations, briefers, two-pagers and any dissemination materials as needed
•Take ultimate responsibility for writing all reports associated with the TPM
•Manage all deadlines and record maintenance, including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.
•Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.
•Collaborate with the IBI headquarters, Haiti ESS+ staff and local partners with strategic and operational planning to implement the approved work plan.
