Introduction

IMA World Health, a subsidiary of Corus International, is seeking a Monitoring and Evaluation Officer to support a U.S. Centers for Disease Control and Prevention (CDC)-funded elimination of lymphatic filariasis project in Haiti.

IMA World Health is implementing a five-year CDC funded project to eliminate lymphatic filariasis (LF) in Haiti that will focus on:
• Improved quality of, access to, and participation in mass drug administration (MDA) campaigns.
• Improved morbidity management and disability prevention of chronic disease.
• Identifying feasible and affordable approaches for managing areas of enhanced transmission and conducting post-validation surveillance; and
• Improved LF monitoring, evaluation, and surveillance before, during and after MDAs.


Fonctions

The Monitoring and Evaluation Officer will support the program in terms of monitoring, evaluation, and reporting to ensure that data are well collected, assessed, and analyzed for decision-making. S/he will monitor the day-to-day activities and assist in program reports and lessons learned, flagging any bottlenecks and challenges that may impact programmatic implementation. Knowledge of statistics, survey methodologies and the health sector, ideally Neglected Tropical Diseases (NTDs), is required. The successful candidate will have robust data analysis expertise, excellent data management skills, strong attention to detail, and comfort working with large amounts of data at the same time. This individual must be able to collaborate respectfully with multiple team members from diverse backgrounds and be willing to travel to field locations during periods of activity implementation.

This position will report to the Program Manager and will be embedded in the project office within Haiti.

RESPSONSIBILITIES
• Monitor, evaluate, and distill lessons learned from program implementation.
• Ensure to follow the Corus program quality standards, while designing and implementing program activities.
• Attend coordination meetings to share information and learn from other peer agencies, including with Haiti-based CDC and Carter Center colleagues.
• Ensure compliance with Corus policies and procedures.
• Support the program manager in ensuring timely, accurate, and complete compilation of all necessary data to inform reports and project documents, including annual work plans, project performance monitoring plan, monthly, quarterly, and semi-annual reports, etc.
• Work in close collaboration with IMA, CDC, and Ministry of Health (MSPP) staff.
• Maintain relationships and liaise with the MSPP, CDC, partners, PAHO, and other NTD related agencies on project implementation, data, and field activities.
• Plays a key role in coordination field trips, including securing relevant government approvals, compliance with safety and security protocols and coordination with local partners and communities.
• Support the program manager in ensuring all NTD activities adhere to national and WHO/PAHO technical norms and standards and that best practices and approaches are well documented and highlighted throughout program implementation.
• Liaise with MSPP and the CDC on revising reporting and data management tools to meet the needs of the national program and donor requirements.
• Ensure data is managed and stored in accordance with best practices and Corus policies.
• Manage data with an analytical lens, identifying key indicators and/or data points that may be used for further research or publication.
• Support the Program Manager in data visualization and analysis for presentation to diverse audiences and stakeholders at various forums (conferences, workshops, etc.).
• Support HQ Business Development team in conducting needs assessments and supporting in concept note and proposal development, as needed.
• Perform other relevant duties as requested by the program manager.
• Perform any other tasks related to his/her competencies and experience assigned by the leadership of the country office.


Qualifications Requises

• Degree in statistics, development, Public Health, or related field with 3 years of experience in M&E with a master’s degree or 5 years in M&E with a bachelor’s degree.
• Proven experience working with donors, NGOs, communities, and local authorities.
• Demonstrated experience in the design, implementation, monitoring, and evaluation of health and humanitarian assistance programming.
• Ability to prepare and deliver technically-sound presentations to internal and external audiences.
• Excellent interpersonal skills.
• Deep understanding of the local context of Haiti and ability to navigate local government and community structures.
• Advanced skills in Microsoft Office, including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Teams, and SharePoint. Knowledge of data management software such as STATA, NVivo, SPSS preferred.
• Deep commitment to Corus’ core values and ability to model those values in relationships with colleagues and partners.
• Knowledge and technical competency in English is required for this position.
• Working knowledge of Haitian Creole is highly desirable.
