Introduction

ROLE PURPOSE:
In recognition of the increased use of cash transfers in SC’s humanitarian responses, and in view of the increased focus on meeting basic needs through multi-sector cash transfer programmes (CTPs), this role is to build SC’s capacity to support the operational delivery of cash transfers.

This position sits outside of any technical sector and is intended to support the implementation of CVA programming from the initial feasibility and risk assessment stage to the selection of a delivery mechanism and including contracting of external finance service providers when this is the selected option. This role has an operational rather than programmatic focus and is designed to support the technical adviser and specialist to help meet programmatic objectives through cash transfers. One is looking for applicants with a strong operational background in delivering cash transfer programmes rather than sector specific technical specialists (e.g. Food Security and Livelihood specialists).

The CVA Programme Manager will be deployed as a field level, within the line management of the Response team leader. The post holder will oversee the implementation of the project in the South and will be expected to support on all aspects of setting up and/or managing all operational areas connected to cash delivery mechanism, including budget development and reporting, partners’ coordination and representation, security, logistics, compliance with internal policies and procedures and management of teams.


Fonctions

KEY AREAS OF ACCOUNTABILITY:

To carry out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy.

• Plan and support targeted transfers to targeted beneficiaries and households and provide technical support in the field managing sites and ensuring beneficiary satisfaction.
• Lead the set up and implementation of operational elements of cash transfer programme activities, working closely with all relevant departments and stakeholders to ensuring CVA intervention is implemented in line with SCI guidelines, Standard Operating Procedures (SOPs) and meeting aimed objectives.
• Be responsible for establishing and overseeing cash delivery mechanisms for SC programmes in the area.
• Keep abreast on new technological developments and finance service providers for cash deliveries in Haiti. In this, s/he will be working closely with financial aggregators and Mobile Network Operators.
• Work closely with the Finance Manager to ensure that financial reporting is delivered in accordance

with SC as well as donor contractual requirements, and within the agreed timescale and budget.
• Guide the program on the development of tools and templates to support the management and implementation of the operational aspects of cash transfer programmes in line with donor contractual requirements and SCI Quality Framework.
• Feed into multi-agency coordination at field level, as well as at national level when appropriate. In close coordination with the program coordinator, represent SCI in the different related agencies meeting and other different coordination groups.
• Work with Safety and Security colleagues to develop and implement effective safety and security procedures for specific cash transfer programming activities, ensuring that these are updated and revised at regular intervals and that new programmes are built around security considerations
• Manage logistics processes and input to the cash transfer programming design and implementation to ensure that where necessary we can procure, store and distribute cash or vouchers for the timely delivery of project objectives within the field base or area
• Manage partner implementing cash transfer activity with Save the Children; including roll out of MEAL plan and oversight of after distribution monitoring and impact evaluation of CT projects;
• Work to develop Project staff capacity in CVA programming including reviewing SoP’s, mentoring and coaching in close coordination with the Regional CVA advisor for LAC.
• Supervise and maintain the cohesion of the CVA team, including CVA coordinator and CVA monitors working in project sites
• Ensure the rollout of training capacity building at field level for members and other NGOs
• Comply with and promote Save the Children’s Global policies such as Child Safeguarding, Whistle blowing, Fraud, Health and Safety and other relevant policies
• Represent the principles and work of Save the Children to donors, United Nations, NGOs and INGOs, government, media and other forum at national level as and when required and/or requested.


Qualifications Requises

QUALIFICATIONS AND EXPERIENCE

Essential
• Degree level qualification in food security, nutrition, science, economics, business management or any other relevant field
• Over three years of relevant work experience in CVA in emergency responses.
• A demonstrable high level of capacity in project management, budget management, strategy development, and proposal writing. Experience in using internal controls systems to support CVA delivery in the areas of financial management, logistics, and security and programme delivery.
• Understanding of field level representation with key stakeholders and co-ordination with other
NGOs/UN
• Demonstrable understanding of M&E and beneficiary accountability
• Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
• Politically and culturally sensitive with qualities of patience, tact and diplomacy;
• A high level of written and spoken English is a plus;
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
• Good attention to detail;
• Experience or knowledge of working and living in relevant regions/contexts;
• Hold an undergraduate degree, masters (preferable) in a relevant subject or equivalent field, finance or logistics experience;
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the mandate and child focus and an ability to ensure this continues to underpin our support

CHILD SAFEGUARDING:
Level 3: This post will be working in a Regulated Activity providing unsupervised or regular or close contact with children and is therefore classified as a Level 3 position. A Disclosure and Barring Service (DBS) enhanced check combining a barred list check, or equivalent overseas police check will be obtained for employees at this level prior to their Start Date. As the post is covered by the Exceptions Order 1975 to the Rehabilitation of Offenders Act 1974, any spent or unspent criminal convictions will be considered when considering suitability for the role.
