Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide technical assistance, as well as global resource partners who bring unique capacities. EpiC has been modified to accept COVID-19 funding to prevent, prepare for, respond to, and bolster health systems to address COVID-19 and reemergence.
Fonctions
The EpiC team seeks a Finance and Administrative Associate Director who will support EpiC’s portfolio in Haiti. The Finance and Administrative Associate Director manages, prepares, administers and directs the control of the budget for the Haiti country office. Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to the Project Director and HQ team. Develops and manages internal financial audits. Provides leadership and technical guidance for compliance with Sarbanes-Oxley (SOX) legislation. Selects, develops and evaluates personnel to ensure the efficient operation of the function. Oversees the management of per diem payments to participants, reviews and approves procurement packages, updates budgets and provides other financial and administrative oversight as needed. The successful candidate will work closely with the team in country as well as HQ staff. This position reports to the EpiC Haiti Project Director.
Responsibilities:
• Manages the operational and strategic functions of the Haiti country office finances to ensure compliance and efficiency
• Reviews and analyzes monthly financial reports regarding budgets- actual and forecast
• Provides recommendations and consults with management on financial projects and compliances across the Haiti portfolio
• Develops and implements process improvement plans for department to ensure financial controls and operational procedures.
• Participates and provides financial reporting for annual budget planning, audit reviews and assessments.
• Builds and trains staff on financial policies and procedures, Generally Accepted Accounting Principles (GAAP) practices and client relationships.
• Provides financial management and guidance, conducts analyses of financial data, provides budget analyses for project funds
• Reviews and prepares required reports to funding agencies to ensure compliance with the donor's requirements, such as preparation of pre-award assessment and subcontract package for sub partners
• Proactively guides and supports respective financial success by providing high level analytical expertise, implementing business strategies and developing strong customer relationships.
• Interprets and provides explanation for discrepancies and variations in financial data.
• Develops or adapts new financial processes and procedures based upon changes in corporate policies, laws and regulations or industry practices.
• Leads human resource management for the Haiti EpiC team, coordinating recruitment of the Haiti staff, organizing the benefits with the insurance provider and relevant government agencies
• Coordinates staff evaluation and staff development

Conditions particulières
Education:
• Bachelor's Degree or its International Equivalent.
Experience:
• Requires a minimum of 8+ years finance management experience (including 3+ years of line management experience).
• Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
• Experience applying U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds
• Proven experience in transferring knowledge into operational plan with clients collaboration and sustainable buy- in.
• Substantial experience using computerized financial information systems.
• Must be able to read, write, and speak fluent English and French; fluent in Haitian Creole desirable.

• Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
