Ranfòse Sante is a U.S. Agency for International Development (USAID) project in Haiti implemented by the Saint Boniface Haiti Foundation to support the Ministry of Public Health and Population (MSPP) in the delivery of health services in clinical sites and in the community in the four departments of Haiti's Southern region. Ranfòse Sante aims to strengthen local management and operational capacities to provide health services and improve access to and use of quality health services.
The Supply Chain Technical Lead is a key member of the team.
He/she coordinates and mediates between Ranfòse Sante sites and the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) to ensure the availability of quality pharmaceutical commodities, laboratory equipment, supplies and other products for all Ranfòse Sante sites.
Fonctions
• Ensure continuous availability and quality of pharmaceutical commodities and laboratory supplies including test kits, and other products for all Ranfòse Sante sites
• Ensure that all Ranfòse Sante sites perform regular and comprehensive inventories and proactively alert the DCOP of potential product or process issues (e.g., shortages, expiries, damaged products, distribution network problems) and recommend solutions
• Ensure that all Ranfòse Sante sites conduct a periodic stock inventory and reconciliation by comparing physical and recorded stocks.
• Investigate all significant stock discrepancies and inform the DCOP to correct any issue and take appropriate measures
• Take appropriate proactive measures to prevent the stockout and issue of outdated (expired) materials and pharmaceutical products
• Work closely with members of GHSC-PSM team to ensure accurate, timely, and efficient acquisition and distribution of relevant products and resolve relevant queries
• Create/review in collaboration with IT specialist an electronic tool for recording all movements of commodities and pharmaceuticals to produce more accurate and timely reports
• Assist Ranfòse Sante sites in developing/improving/using electronic tools for producing live-reporting of all movements of commodities and pharmaceuticals. Coach the staff in forecasting, stock management, stock reports per GHSC-PSM recommendations.
• Develop, maintain, and implement effective and relevant standard operating procedures (SOPs) of all actions related to supply chain management to include receiving of stock, returns, storage, disposal, and health and safety
• Work closely with the Chief of Party and Deputy Chief of Party and other members of the senior management team to actively work toward empowering stakeholders in the Haitian Ministry of Health and any other designated stakeholders, to increasingly accept responsibility for management of their public health supply chain system
• Participate in senior management meetings, work plan development, and reporting
• Identify, plan, and document the need for short-term technical assistance to strengthen supply chain capacity
• Supply all required statistics and reports for the purpose of management reporting and budget control, establish and measure key performance indicators, and provide needed reports in a timely manner to the monitoring and evaluation team
Qualifications Requises
• Pharmacy degree required; advanced degree in relevant discipline desired
• Minimum five years of supply chain management experience required
• Demonstrated ability to manage and implement complex donor-funded public health programs in a developing country context
• Ability to work with cooperating partners in implementing complex programs
• Demonstrated strategic agility, diplomacy, conflict management, team building and negotiation skills
• Willingness to frequently travel to sites and other areas as needed
• Experience in the Haitian Health system and working with the MSPP preferred
• A detailed and comprehensive understanding of reporting and data requirement for a health project required
• Strong interpersonal, written, and oral communications skills
• Must be familiar with common editing software: MS Office Word, Excel and Power Point
• Proficiency in written and oral English and French required
