Introduction

Ranfòse Sante is a U.S. Agency for International Development (USAID) project in Haiti implemented by the Saint Boniface Haiti Foundation to support the Ministry of Public Health and Population (MSPP) in the delivery of health services in clinical sites and in the community in the four departments of Haiti's Southern region. Ranfòse Sante aims to strengthen local management and operational capacities to provide health services and improve access to and use of quality health services.


The Child Health Technical Lead plays a critical role in the implementation of Ranfòse Sante. Under the general supervision of the DCOP, the Child Health Technical Lead will work with an integrated and systems strengthening approach that is fundamental to the implementation of Ranfòse Sante .S/he will work closely with his/her other Technical Lead counterparts to develop, coordinate, implement and evaluate child health programs and related activities in accordance with the Package of Essential Services standards. S/he will provide technical guidance to the site teams, more specifically the Community Health Coordinators, the Clinical Coordinators and the M&E and Governance Coordinators.


Fonctions

Program Management & Development
- Provide strategic direction, leadership and overall technical and management support to the Maternal & Child Health component of Project Ranfòse Sante.
- Work in collaboration with MSPP and NGO partners to align USAID requirements to MCH best practices, improved impact and integrated approaches.
- Ensure that the MCH program is utilizing standard protocols, policies and guidelines as prescribed by the MSPP within the PES and WHO.
- Work to support aspects of the strategic direction and leadership of the Child Health programming guiding linkages and integration within the overall health sector.
- Ensure a strong vertical referral system with appropriate follow-up and treatment.
- Ensure an integrated horizontal range of services within child health and other relevant field such as maternal health and FP, HIV, WASH, and Disaster preparedness.
- Provide input in the development and updating of the health services program plans and related policies and procedures in accordance with MSPP and Project Ranfòse Sante regulations.
- Explore and develop new strategies that support adapted Child Health programming implemented in emergency settings if necessary.
- Work collaboratively with large, complex sites/HF/Hospitals on programming, as well as support operations in sites; oversee monthly sites meetings and data reporting, semi-annual workplan reviews exercises.
- Participate in monthly meetings with staff to provide regular updates on progress of achievements against set targets, program challenges and successes, as well as ways forward for ongoing implementation.
- Coordinate and manage all grant reporting for Child Health with inputs from multiple sites and DDS Health program managers and advisors; work in collaboration with monitoring and Evaluation teams to meet all reporting requirements and deadlines in a timely manner.
- Provide strong leadership and guidance for dynamic CH drugs and supply management at site level to ensure best practices and Child Health service delivery compliance.
- Lead the integration of multi-sectoral activities to improve nutrition e.g., WASH and IYCF, inclusion of SBCC elements in all activities, focused on the first 1,000 days.
- Manage development of technical resource materials, including guidelines, technical manuals, training curricula, job aids, and communication materials for print, radio, and video.
Technical Assistance and Capacity Building:
- Support field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments Ranfòse Sante made to the donor and the community; support and facilitate the development with effective work and training plans (sites teams, health facility staff and ASCPs).
- Design and implement appropriate training packages for health-facilities, health agents and site teams, especially with regard to promoting child health, survival, protection, child education and development.
- Provide technical support to site teams to ensure CH program implementation aligns with Ranfòse Sante timelines and targets.
- Oversee the CH program’s monitoring and evaluation mechanisms focused on strengthening data collection, information sharing, and data management systems.
- Coordinate and plan field visits
- Liaise regularly with the relevant DDS Technical staff on realization of workplans, meetings, special projects and relevant activities linked with Child Health initiatives.
- Provide technical leadership in nutrition activities designed to reduce stunting and prevent anemia, e.g., ENA, IYCF, quality improvement, and behavior change communication through multiple channels.
- Build capacity of MSPP and partners staff at the sites level to scale-up their capacity to develop and implement nutrition interventions.

Collaboration and Coordination:
- Oversee the project as CH technical lead in the southern region, working collaboratively with implementing partners, key stakeholders, and the MSPP;
- Provide direct support in the overall technical assistance and capacity building role Project Ranfòse Sante holds with partner sites and the MSPP to work towards harmonized policies and strategies based on best practices based on MKM, HBB, IMCI, IMNCI, ICCM...
- Work in coordination with key consortium partners to provide technically sound perspectives and implementation strategies within the CH technical working group and relevant community health forums.
- In coordination with the health team, actively develop and maintain effective working relationships with key stakeholders in Haiti including donors, government actors, international and local NGOs, and other relevant actors e.g. Neonatal Alliance...
- Represent the Ranfòse Sante CH programs at national and departmental for a, with national authorities, National or local Working groups, NGOs, and donors.
- Coordinate with field teams, supply chain, and logistics departments on major procurement and pharmaceutical management related to CH.
- Work closely with the strategic information team to monitor performance against indicators.
- Represent the project in nutrition clusters with UCPNaNu as needed.

Staff Supervision:
- Provide on-going training, technical support and guidance to the Technical teams and sites and community staff.
- Work in partnership and coordination with DDS and Field staff.
- Work in collaboration with DDS to train and supervise national sites staff.
- Provide on-going mentoring and training for CH staff in sites (IMNCI, ICCI).
- Conduct annual and semi-annual performance reviews for sites, often in collaboration with DDS, technical teams and relevant field sites staff.


Qualifications Requises

- Bachelor’s degree or advanced degree in early childhood education and health, public health, nursing, health education, or related field. Preferably a Pediatrician.
- Minimum of five (5) years’ experience in a position involving community health education, public health, maternal and child health, or related health services.
- Experience in the implementation and management of child health development projects,
- Experience in the Haitian Health system and working with the MSPP preferred
- Fluency in French, with strong oral communication and writing skills required. Capacity to write a 10-15 page narrative report, with tables and graphs
- Operational experience, donor-funded activities involving coordination with multiple program partners and institutions. Familiarity with managing USAID/PEPFAR projects and/or performance-based contracts preferred.
- Ability to write clearly, concisely, and descriptively.
- Ability to provide leadership and stability to field staff for program continuity.
- Ability to exercise sound judgment and initiative. Ability to lead groups and provide training and technical assistance to staff and teaching staff.
- Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes. Skill in collecting and analyzing data; prepare reports and maintain records.
- Ability to maintain strict confidentiality. Ability to establish good rapport with other staff, clients, and the general public.
- Ability to effectively speak before a group, the public or community officials.
- Ability to take initiative and work with minimum supervision.
- Must be familiar with common editing software: MS Office Word, Excel and PowerPoint
- Willingness to frequently travel to sites and other areas as needed
