Introduction
Ranfòse Sante is a U.S. Agency for International Development (USAID) project in Haiti implemented by the Saint Boniface Haiti Foundation to support the Ministry of Public Health and Population (MSPP) in the delivery of health services in clinical sites and in the community in the four departments of Haiti's Southern region. Ranfòse Sante aims to strengthen local management and operational capacities to provide health services and improve access to and use of quality health services.
The Maternal Health and Family Planning Technical Lead plays a critical role in the implementation of Ranfòse Sante. Under the general supervision of the DCOP, the Maternal Health and Family Planning Technical Lead will work with an integrated and systems strengthening approach that is fundamental to the implementation of Ranfòse Sante. S/he will work closely with the MH/RH (SM/SR) of the DDS and the leadership of the health facilities, to develop, coordinate, implement and evaluate maternal health and Family Planning programs and related activities in accordance with the Package of Essential Services standards. S/he will provide technical guidance to the field teams, more specifically the Community Health Coordinators, the Clinical Coordinators and the M&E and Governance Coordinators.
Fonctions
• Work closely with other technical leads to ensure an integrated approach and implementation all across the country.
• Participate in designing, implementing, monitoring and evaluation of appropriate and sustainable maternal health and reproductive health strategies to achieve project targets.
• Participate in capacity needs assessments for health-facilities staff, Ranfòse Sante staff and government level personnel.
• Create and conduct appropriate trainings/sensitization sessions for health-facilities, Ranfòse Sante staff and government level personnel, especially with regard to promoting maternal health and reproductive health.
• Provide technical and strategic guidance to implementing site teams on integrated maternal health services and family planning in line with MSPP national policies and Ranfòse Sante strategic plan.
• Provide technical support to the field teams during the development of work-plans and participate in the planning and budgeting activities in regard to maternal health and family planning. Provides also direct services to beneficiaries and clients of MH/RH at the sites and in the community as needed.
• Works with the focal points at the facilities and Offices of the DDS, to plan and schedule services delivery activities. Coordinates regular technical support, mentorship and supervision of sites teams.
• Identify, document, and disseminate best practices in maternal health and family planning.
• Ensure completion of screenings, referral, treatment, ongoing care, maintenance of essential health services and tracking systems for all pregnant women in accordance with MSPP and Ranfòse Sante guidelines.
• Successfully implement MH/RH related activities, centered on increasing hospital births, births attended by a skilled attendant and both the use and access to voluntary contraceptive services.
• Coordinate comprehensive nursing services to high risk and vulnerable women.
• Ensure a strong vertical referral system with appropriate follow-up and treatment.
• Ensure an integrated horizontal range of services within maternal health and FP, and other relevant field such as HIV, child health and nutrition, WASH-Disaster preparedness.
• Ensure ongoing provision of maternal care and FP by working closely with Supply Chain and Emergency Preparedness.
• Work closely with M&E for on-going data tracking in regards to maternal health and FP indicators.
• Participate in multi-disciplinary team meetings, attend all required meetings and other training as required.
• Anticipate needs and respond to concerns related to maternal health and FP programs
• Provide and facilitate technical leadership to programs in the areas of maternal health service delivery, FP, task shifting and health financing.
• Ensure the effective use and coordination of technical resources.
• Coordinate on a regular basis with consortium technical partners and other key stakeholders to ensure project deliverables are met, are achieved on time and to the highest standard.
• Good management capacities, work with teams to develop technical plans, including timelines and assigned roles and responsibilities.
• Provide effective guidance and support to staff of every level assigned to the project.
• Represent the project at relevant donor meetings as well as regional and national maternal health conferences and technical meetings.
• Conduct sites visits regularly with site teams.
Qualifications Requises
• Nursing and or midwifery degree, health education, health administration, or related field.
• Minimum of five (5) years’ experience in a position involving community health education, public health, maternal and child health, or related health services.
• Experience in the implementation and management of health development projects, preferably in developing country context.
• Knowledge of Haitian operating environment preferred: experience in the Haitian Health system and working with the MSPP preferred
• Fluency in French: capable of writing a full activity report (10-15 pages) \supported by graphs and tables
• Managerial and operational experience, donor-funded activities involving coordination with multiple program partners and institutions. Familiarity with managing USAID/PEPFAR projects and/or performance-based contracts preferred.
• Ability to write clearly, concisely, and descriptively.
• Ability to provide leadership and stability to field staff for program continuity.
• Ability to exercise sound judgment and initiative. Ability to lead groups and provide training and technical assistance to staff and teaching staff.
• Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes. Skill in collecting and analyzing data; prepare reports and maintain records.
• Ability to maintain strict confidentiality. Ability to establish good rapport with other staff, clients, and the general public.
• Ability to effectively speak before a group, the public or community officials.
• Ability to take initiative and work with minimum supervision.
• Must be familiar with common editing software: MS Office Word, Excel and Power Point
• Willingness to frequently travel to sites and other areas as needed
