Introduction
The Program Development Officer is responsible for developing winning grants proposals, awards management, quality control, reporting (internal and external), needs assessment, surveys, base lines, monitoring, accountability, evaluation, staff management, team-building, strategic vision-casting and maintaining and cultivating strong donor and government relations.
The incumbent will report to the Deputy Country Director (DCD) and will work closely with program managers, program coordinators, finance, and technical advisors based in the headquarters. The post holder will be based in Port-au-Prince but is required to travel up to at least 30% of the time per quarter to field sites.
Fonctions
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Program Development
• Work with leadership to create and articulate a clear vision and program development strategy
• Develop winning grant proposals that are in coherence with SP Haiti country strategy
Award Management
• Oversee that all projects are implemented maintaining adherence to SP, donor and statutory guidelines and policies as well as approved MEAL work plans
• Responsible for adherence to donor regulation in reporting
• Keep project (proposal, reports, MEAL work books….) files systematically and properly
Monitoring Accountability Evaluation and Learning
• Design appropriate methodologies for needs assessment, base lines, surveys, and evaluations
• Ensure clear and measurable monitoring bench marks and indicators are built-into all new proposals
• Ensure all reporting to IHQ, SP Affiliate Offices, host government, and donors is timely, accurate, appropriate and of the highest quality so as to continue strengthening programs partnerships
• Plan for and conduct surveys (base line, midterm and end line) in coordination and collaboration with program team and avail quality reports on time
• Make periodic visits to field sites to provide field staff support, address programmatic challenges, explore potential new projects, verify reports and confirm quality of implementation.
• Document and share lessons learnt and best practices
Technical Excellence of Programing
• Work closely with sector specialists to improve the technical quality of programming and compliance with best practices such as adherence to humanitarian standards and principles
• Develop tools to ensure implementations are conducted as per required quality standard (ex: CHS)
• Identify and encourage the use of innovative and creative program models for maximum impact
• Create and keep an up-to-date grant management (grant tracking, internal and external report schedules…) records at all times
• Verify actual accomplishment & technical verification (Ex: activity tracking sheets) of projects
Fund Raising / Resources Acquisition
• Be intentional about soliciting additional funding for the country office through donor mapping and follow up of the funding cycles and priority areas (regions, themes…) of different potential donors
• Build and cultivate a good working relationship with potential donors & partners
• Identify and report potential donors to the line manager and pursue opportunities
• Regularly attend sector working group meetings and maintain network with other stakeholder to remain informed of funding opportunities and changes in the humanitarian context
Human Resources Management and Development
• Together with the DCD, conduct performance reviews for the Area MEAL and Admin Officer
• Demonstrate exemplary Christian servant leadership in all aspects of work and relationships
• Build staff capacity related to ministry work, and adoption of a biblical worldview among staff
• Attend morning devotions and participate in prayer support for the ministry, its donors & volunteers
• Maintain strong Christian witness to colleagues, vendors and the general public
• Perform other duties as assigned by the line manager with generous and serving spirit
COORDINATION AND COLLABORATION
• Provide professional representation of SP in different meetings with govt, donor & civil society
• Actively and strategically engage with stakeholders to increase support and publicity for program
• Internally liaise with asset controller, finance and others in country office
• Closely coordinate and work with IHQ technical advisors on technical matters as needed
Qualifications Requises
• Master Degree in economics, humanitarian aid, development or related discipline
• At least 5-year progressive work experience in similar position
• Previous experience working as PDO or Reporting officer in the NGO context
• Field level management experience
• Strong computer literacy with a full knowledge of MS Office applications.
• Experience in M&E technologies (e.g., CommCare, SPSS, STATA, EpiInfo, Atlas.ti, MaxQDA, etc.)
