Introduction
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Fonctions
RESPONSIBILITIES AND ACCOUNTABILITIES:
Under the overall supervision of the Finance Officer, the direct supervision of the Finance National Officer, and in close coordination with the resource management unit, the successful candidate will be responsible for the following tasks:
1. Operate the Treasury Management System while providing high-level user support and manage the control of HT10 mission Office bank and cash levels, including overseeing daily work of Treasury.
2. Provide regular financial information to support in financial decision and raising any observation to the finance office for improvement and manage financial resources through monitoring and controlling tools in the mission such as available balance in term of treasury , funds, etc. in accordance with IOM rules and regulations.
3. Maintain negotiations and discussions for the provision of HT10 mission Office specific services to be provided by the banks and connectivity with partner banks, using interfaces, treasury platforms such as Moncash, Unitransfer …
4. Maintain accurate records of PRISM entries and accounting tracker including soft copies of all vouchers and supporting documentations.
5. Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
6. Ensure preparation and monitoring bank reconciliations for IOM HT10 mission accounts, and being the backup to the National finance officer on the matter related to the closure of accounts
7. Prepare and send monthly accounting report to Manila, ensure that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.
8. In coordination with the Finance Officer assist in making recommendations on both procedural and policy improvements and efficiencies in accounting/finance treasury area.
9. Plan, coordinate and implement treasury activities in a timely manner and develop reports, presentations, talking points and briefings on treasury activities.
10. Ensure the funding request forecast for the mission and the well management of the treasury funds for the Mission.
11. Ensure that all update are done and accrual with the payment process such us tracker for payment and online payment
12. Provide accounting support and advice to sub-offices’ finance staff as necessary for efficient operation at the sub-office level; undertake field visits to sub-offices when required.
13. Provide the training to the new hired staff on the treasury procedures,
14. Perform such other duties as may be assigned.
Qualifications Requises
EDUCATION, EXPERIENCE AND SKILLS
• Completed High School degree from an accredited academic institution, with six years of relevant professional experience or a University degree in Economics, Accounting/Finance, Business Administration, or a related field from an accredited academic institution with four years of relevant professional experience.
• Experience in any UN system or any international organization will be an advantage.
• Excellent communication and negotiation skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
• Good negotiation skills and problem-solving skills, good organization and good writing skills;
