Introduction
“Operation Blessing is hiring a Country Director for its office in Haiti. The objective of this position is to oversee the development, implementation, and monitoring of all Operation Blessing relief and development activities in Haiti, specifically in the areas of Health, Safe Water, Food Security, Livelihood, and Disaster Relief.
Fonctions
• Manage program development and operations for OB Haiti, under the guidance of Operation Blessing Headquarters in Virginia Beach and the board of directors of Operation Blessing Haiti.
• Monitor and analyze the potential impact or opportunities of humanitarian need and create a development strategy for locations where OB is working in Haiti. This includes overseeing weekly reports on activities and providing reports on donor funded projects and programs.
• Manage a team of professionals focused on the design, funding, implementation, monitoring and evaluation of both relief and development programs and projects that effectively address the underlying causes of poverty in Haiti
• Develop and execute strong fundraising and gift-in-kind initiatives annually to allow for budget and program growth which includes securing financial support from individuals, foundations and corporations, as needed
• Oversee all aspects of accounting and financial accountability in the OB Haiti office to ensure compliance with all policies and procedures
• Oversee all aspects of warehousing and inventory, including reception of containers, customs processes, and Salesforce distributions and approvals.
• Develop program content and annual budget for proposed activities, as well as a plan for monitoring and evaluation to ensure the programs will accomplish their overall goal and desired outcomes
• Oversee data collection methods to show developmental growth of programs and report findings back to OB headquarters
• Hire necessary staff to accomplish OB’s mission and objectives and evaluate performance of employees
• Establish ways for programs to be self-sustainable by networking with local community leaders, churches, government agencies, and partnering organizations
• Ensure all programs maintain compliance with donor rules, regulations (in country and U.S.) and reporting guidelines and deadlines, including OB headquarters in the U.S.
• In case of significant natural or any other type of disasters, be available to work on weekends, holidays, etc. to perform relief activities, including leading the team, formulating the strategy according to the needs and deploying the staff where needed.
• Travel extensively to field sites (about 50% of the time)
Qualifications Requises
• Bachelor’s Degree in related field such as business management, nonprofit management, or legal studies and at least 3-5 years of experience at the level of a director or senior management responsible for multi-sector integrated relief and development programs in a non-profit organization
• Demonstrated experience and knowledge in design, implementation, monitoring and evaluation of relief and development programs
• Knowledge of non-profit organizational practices and procedures
• Experience in emergency response activities
• Experience with management of grants under contract programs or sub-grants
• Knowledge and experience with financial management as demonstrated by:
o Developing and operating a complex program budget
o Procurement of goods and services
o Donor compliance and reporting
• Demonstrated experience in maintaining collaborative relationships with donors, other NGOs, and government counterparts
• Knowledge of television production and promotion, photography, social media, internet production and promotion, marketing and print promotion
• Demonstrated leadership and strong skills managing a diverse team, with experience motivating and equipping staff and volunteers to accomplish organizational objectives
• Computer literacy and familiarity with all MS Word applications (Excel, Outlook, PowerPoint, Word)
• Ability to plan ahead and work within agreed timeframes
• Ability and willingness to travel for work is required
• Willingness to work occasional evening and weekends is required
• Fluency in written and spoken English, French, and Haitian Creole is required
• Excellent organizational, communication, public relations and interpersonal skills
• Strong analytical capacity
