Job Summary:
You will provide technical analysis and support in the area of Initial Environmental Examination (IEE), Environmental Mitigation and Monitoring Plan (EMMP), Environmental Status Report (ESR), and Climate Risk Management (CRM) screening for the Ayiti Pi Djanm project, funded by USAID/BHA. Fonctions
Roles and Key Responsibilities:
• Research and analyze technical information from a variety of sources for technical problems to support the Ayiti Pi Djanm team in achieving technical excellence in environmental impact compliance;
• Provide technical backstopping during the implementation of Ayiti Pi Djanm project, supporting and advising in addressing a variety of environmental issues at all the stages of the implementation of the project. Review project and activity plans, design, cost, and bid documents to ensure environmental factors and mitigation measures are integrated, and project documents and environmental documents are in harmony
• Support the development of program/project documents and tools, as well as technical guidance, training materials, monitoring tools and quality improvement and assessment guidelines.
• Lead in the development process of environmental safeguards guidelines and environmental mitigation measures to be used by Ayiti Pi Djanm staff and partners in the plan and implementation process of the project activities.
• Undertake quarterly environmental monitoring and evaluation of project activities against environmental regulations and standards. Lead on developing and delivering a series of spot checks to ensure that proposed mitigation measures are properly implemented in line with the guidelines and unforeseen environmental and human health impacts are minimized. Prepare report ( quarterly, field monitoring) on the safeguard risks with appropriate actions to be taken and ensure that timely actions are taken;
• Coordinate and/or perform various activities in support of program/project design and implementation, including but not limited to needs assessment, strategic planning, program design and proposal writing, monitoring and evaluation, and technological solutions.
• Contribute to the learning agenda by researching and analyzing information, conducting literature reviews, mappings or information gathering from various internal and external sources on assigned topics. Coordinate maintenance of virtual resource and documentation databases.
Qualifications Requises
Basic Qualifications
• Master’s in international development, in Environmental Sciences, Environmental Planning and Management, Natural Resources management, Environmental Health and Environmental Engineering or related field.
• Minimum of two to three years of relevant work experience with an international NGO, with at least one year of field-based programming experience, including a focus on environmental safeguarding.
• Additional experience may substitute for some education.
• General knowledge of technical principles and concepts of environmental impact studies and compliance monitoring.
• Knowledge of program design requirements and regulations of major donors.
• Knowledge of project design and proposal development.
• Knowledge of latest technological tools that have the potential to be applied in Environmental Impact Assessment, Environmental Resource Management, etc.
• Strong English writing skills.
Required Languages – Kreyol, French, working knowledge of English
Travel - Must be willing and able to travel up to 40%.
