Fonctions

Under the supervision of the MEAL Manager, the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator will assist in the implementation and/or revision of monitoring plans and indicator performance monitoring table (IPTT) for program development. The MEAL Coordinator provides methodological support to all program teams. It is also the guarantor of the quality and relevance of the internal monitoring and evaluation activities carried out. S/He contributes to the capitalization process and the development of HFH’s Program strategy.

Description of the main tasks
Implementation of MEAL systems for HFH’s Program
Develop, manage, and maintain an effective, efficient, up-to-date monitoring and evaluation system capable of producing reliable data whose analysis produces information that supports objective decision-making.
Actively participate in the compilation of indicators and provide feedback to the team following the monitoring and evaluation plan.
Lead the planning and implementation of data collection, baseline and final surveys, mid-term evaluations, annual surveys, and other follow-up activities.
Monitor gender-sensitive indicators
Define a learning agenda with the MEAL staff
Ensure that the monitoring and evaluation system adheres to and promotes intentional learning guided by this defined learning agenda.
Propose adjustments or new activities to improve the quality of operations or approaches the teams use, in consultation with the MEAL Manager and the Program Managers.
Contribute to the terms of reference of external evaluations and studies
He/she will also be actively involved in promoting learning through the documentation of lessons learned and the development of data analysis approaches in context and the use of lessons learned for decision-making.

Reporting
Maintain the timing of reports.
Ensure that the necessary components of the reports are aligned before deadlines and that the MEAL staff is well organized to deliver the reports on time.
Provide the results achieved for each program, and ensure reporting mechanisms are operational which must be the product of the analyses of the data collected.
Ensure that the narratives supported in the reports go beyond the simple descriptive statistics of the data but try to identify the potential impacts of these results as well as the effect of these results on the performance of the project and the expected results.
Work closely with program teams, especially the Healthcare Team to ensure effective monitoring, evaluation, and reporting of program results.
Coordinate reporting with local partners, including tracking deadlines, meeting control formats and requirements, quality and accuracy of reports, and periodic drafting, review, and submission of reports.

Coordination
Inform the MEAL Manager of any obstacles or problems encountered when undertaking the above responsibilities.
Write reports on activities and make recommendations.
Undertake other relevant tasks assigned to him/her by the MEAL Manager and/or the program staff concerning his/her skills and abilities
Integrate gender-sensitive and inclusive approaches into all programs and ensure that activities promote the most vulnerable participation in a way that does not endanger them and that children with disabilities are appropriately included.
Support the implementation of our accountability procedures at the level of the various programs of the mission

Qualifications Requises



Qualifications

Minimum: BAC+4 in research methods, social sciences, economics, or another relevant field required.

At least 4-6 years of experience in Monitoring and Evaluation required, preferably with a Haitian or international NGO

Have a good command of computer science in database management, programming, and analysis, and demonstrate proven initiative and ability to work independently and in a team environment.

Have strong systematic and analytical thinking skills with strong interpersonal skills.

Quite rich experience in report production.

Having special training in monitoring and evaluation is an added value.

Experience in supervising a team, and capacity building.

Experience with multi-year assistance projects, particularly in M&E.

Knowledge and experience with accountability and quality management.

Good knowledge of SMART indicators, logical framework, and other program management tools.

Ability to design and develop questionnaires and impact indicators for measuring program outcomes and objectives.

Ability to develop qualitative collection tools, organize and execute focus groups, and other qualitative survey techniques.

Ability to coordinate field teams and verify data reliability.

Ability to write reports in English and/or French.

Knowledge of MS Office (Excel, Access, and PowerPoint), G-Suite, Kobo, SPSS, and CommCare

Knowledge of mobile data collection with a tablet.

The Successful Monitoring, Evaluation, Accountability, and Learning Coordinator will have excellent skills in project management, be able to work under pressure and maintain good interpersonal relationships, demonstrate attention to detail, and commit to working with HFH stakeholders regardless of race, religion, ethnicity, ability, or gender. Conditions de travail

COMPENSATION & BENEFITS
Full-Time in office based in Les Cayes, Haiti with occasional overnight field work. Salary commensurate with experience (DOE).
