Introduction

The United States Agency for International Development (USAID) recently launched the Haiti Resilience and Agriculture Sector Advancement (HRASA) project to benefit families and communities by strengthening Haiti’s agricultural market systems, to be more sustainable, inclusive, and resilient. The goal of HRASA is to increase individual, household, and communities’ resilience through strengthened, well-functioning and inclusive markets. With a focus on market-based solutions, activities will be centered in two Resilience Focus Zones (RFZ): one in the Southern Les Cayes region and the other in the North-North East-Central Plateau region. HRASA will pursue three integrated objectives, each linked to outcome indicator(s), to accomplish its goal:
1. Increased market system efficiency.
2. Increased private sector investment and engagement across the market systems; and
3. Increased household and community ability to recover from shocks and stresses.
HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and self-reliance.

HRASA will apply a facilitative market systems development (MSD) approach. This approach examines the broad context in which households and communities interact with multiple, interconnected value chains and catalyzes actions to change behaviors that impede agricultural market efficiency, private sector engagement (PSE), and participation of poor and marginalized groups in market opportunities. The key features of the approach—understanding the market system and working with and through local actors to facilitate market system change—both inform HRASA’s Work Plan and implementation and are guided by what HRASA’s team and collaborating partners learn during implementation.


Fonctions

Role’s Purpose:
The GIS Specialist will be responsible for using geospatial software to carry out analysis that will inform technical implementation of HRASA activities and contribute to technical reports and deliverables. The GIS Specialist will be responsible to identify existing sources of relevant data, including vector data and raster data, and organizing and maintaining HRASA specific data sets. The GIS specialist will also be the principal interface with the “Centre National d’Information Géo-Spatiale” (CNIGS)

Objectives and Duties:
• Review and analyze national census (disaggregation by women and men) and GIS communes level data available, adjust those data sets to inform HRASA activities, including erosion evolution on the hillsides and nutritional reports.
• Facilitate data quality assessment. Review the integration and “connectivity” of data and/or data sets. Identify gaps and characteristics that may affect the analysis and achievement of the objectives.
• Design and prepare spatial and temporal data/GIS maps and related presentations of spatial data for HRASA’s communes where various project activities will be implemented.
• Update and maintain the GIS database and maps in close consultation with the relevant national and international institutions
• Work closely with technical team to build relationships and provide training to national and local government and civil society stakeholders on integrating using GIS to facilitate data analysis and visualization.
• Maintain close cooperation with the HRASA partners and team members


Reporting: The GIS Specialist will work under the direct supervision of the Monitoring, Evaluation, and Learning (MEL) Director, and in close coordination with the Environment Specialist, PSE specialist, and three Objective leads (for market system efficiency, private investment, and household and community resilience).


Qualifications Requises

Required Qualifications:
• At least 5 years of work experience in analyzing spatial data and preparing maps and graphs, using GIS software and related equipment.
• Expertise in conducting research to locate and obtain existing databases; ability to gather, analyze, and present spatial data to staff and partners for activity planning and deliverables.
• Experience working with stakeholders to build capacity in data analysis and visualization.
• Experience in land use, environmental planning as well as economic and community planning.
• Experience operating GIS system hardware and software.
• Experience in statistical software and analysis highly preferred.
• Master’s degree in spatial planning or relevant degree.
• Strong English speaking and writing abilities a plus.
