Introduction
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Fonctions
RESPONSIBILITIES AND ACCOUNTABILITIES:
Under the overall supervision of Resource management officer (RMO) and the direct supervision of the Finance Officer the National Finance Officer is responsible for the following functions:
1- Ensure the accounting data entries in the PRISM, in accordance with IOM financial rules and practices, maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.
2- Prepare and send monthly accounting report to Manila, ensure that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.
3- In coordination with the Resource management officer and the Finance Officer, assist in monitoring and overseeing the financial management including the oversight of financial expenditures and accountability, as well as undertaking financial analysis and interpret reports of all activities for IOM Haiti.
4- Monitor budget control process and analyze variances between budget and actual expenditures and outstanding commitments.
5- Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
6- Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and controls.
7- Ensure that the vendor/customer accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.
8- Undertake quality control checks on the monthly accounts, ensure that debtor/creditor accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.
9- Maintain all accounting files and make the necessary updates both manually and electronically.
10- Monitor the progress of month end closure and oversee the resolution of material issues concerning the accounts and projects. Coordinate and communicate the results with the Finance Officer.
11- Check payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
12- Supervise and train finance local staff on IOM financial policies and procedures. Facilitate and support knowledge building and sharing in IOM’s financial policies to all other staff in the Office and Sub-offices.
13- Perform other duties as may be assigned.
Qualifications Requises
EDUCATION, EXPERIENCE AND SKILLS
• University degree in Economics, Accounting/Finance, Business Administration or any related fields.
• At least 2 years experience in a similar position; Ability to multitask; Excellent organizational skills.
• Excellent administrative and financial skills;
• Willingness to efficiently assist a very busy Project in all its needs;
• Able to deal with large amounts of work with professionalism and calm;
• Able to deliver with short notice;
• Reliable and honest;
• Punctual and precise;
• Excellent inter-relational skills.
LANGUAGES (IOM’s official languages are English, French, and Spanish)
Thorough knowledge of English and French required. Spanish is an advantage.
