Introduction
USAID Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) is a 5-year activity implemented by DAI. HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and the Journey to Self-Reliance (J2SR). HRASA’s overarching goal is to increase individual, household, and community resilience through strengthened, well-functioning, and inclusive market systems. While Objective 1 activities will focus on improving the efficiency/ effectiveness of existing market system actors, Objective 2 will stimulate and expand PSE and investment in agricultural market systems. Objective 3 will target subsistence farming households, strengthening their capacities to participate in market system opportunities emerging from activities under Objectives 1 and 2. All activities will take place in the communes in the two defined Resilience Focus Zones (RFZs) highlighted in the Activity scope of work. However, the focus of these activities will vary, depending on the circumstances and selected commodities prevalent in each region.
Fonctions
Role’s Purpose:
The Les Cayes Finance and Administration Officer will oversee all day-to-day business operations of the office. S/he will be expected to coordinate closely with the Southern Programs Director and Partnership Specialist, the Director of Finance and Operations, the Deputy/Chief or Party (D/COP), and the DAI Home Office.
Objectives and Duties:
• Facilitate start-up and perform startup-related tasks as assigned by the Cap Haitian Management team.
• Manage the day-to-day business operations of the Les Cayes office.
• Ensure reception coverage during business hours.
• Coordinate with the Security manager on the security of the office premises, property therein, and coordinate with the Driver Supervisor/ Dispatcher on the motor pool.
• Coordinate with the IT Specialist to ensure the efficient operation of the local area network.
• Coordinate travel logistics for project staff (hotel reservations, flights, and other logistical arrangements as needed).
• Ensure that project staff needs for office equipment, supplies, and furniture are met.
• Communicate with the office landlord on facilities management, improvement, and repair issues.
• Coordinate with the Finance Manager and the Accountant to ensure petty cash needs are met and travel voucher and bank reconciliations are performed as per office policy.
• Maintain and manages the project inventory.
• Maintain project files in accordance with DAI policies.
• Verify vendor invoices and verify accuracy of expenditures before sending to Cap Haïtien for payment.
• Ensure accurate and timely processing of local invoices, advances and reimbursements through regular communication with Cap Haitian Finance team.
• Ensure petty cash is maintained according to maximum petty cash policy, and that all petty cash procedures are followed.
• Ensure regular reporting of Petty cash expenditures to the Finance staff in Cap Haïtien and submit all back up documentation in both soft and hard copies.
• Perform other tasks as assigned by the DFO, the Director of Finance, the Procurement Manager and/or the Southern Programs Director.
Reporting:
The Cayes Finance & Administration Officer will report to the Director of Finance and Operations (DFO) or his designee and will collaborate closely with the other administrative teams and with the Home Office staff.
Qualifications Requises
• University degree in business administration, public administration, management and other related fields strongly desired, but not required.
• 3 years of experience in office management, operations, administration, or finance a plus, but not mandatory.
• Strong organizational tasks, with the ability to multi-task.
• Knowledge of accounting basic principles.
• Knowledge of budgeting and procurement of goods and services.
• Strong analytical skills with good problem-solving skills & creativity, supported by good writing skills.
• Excellent interpersonal communication skills.
• Fluency in French and Haitian Creole required, professional proficiency in English strongly preferred.
• Prior experience working with DAI and knowledge of DAI processes and DAI systems (e.g. TAMIS) strongly preferred, but not mandatory.
