Introduction

Holt International carries out child welfare and family strengthening programs, as well as international adoption services in Haiti. Managed by U.S. and in-country staff, these programs are carried out in close cooperation with partner agencies that include, childcare institutions and other child service providers, foreign government agencies, funding agencies, and other stakeholders. The aim of the program is to continuously evaluate opportunities to expand or deepen programming services in Haiti.


Fonctions

Primary responsibilities are to assist the Haiti Country Representative in managing adoption cases for Holt Haiti activities.
1) Responsibilities:

a) Social services:
• Collaborate with Haiti Country Representative and representatives of Haiti’s Central Authority, IBESR, to provide advocacy services for Holt International’s Prospective Adoption Parents.
• Promotes appropriate social work principles and practices, meets social work objectives by adhering to work plans, and frequent visitations to child welfare facilities as requested.
• Maintains regular, appropriate and effective communication with the Holt/Haiti office and Holt Headquarters office as directed by the Haiti Country Representative on the intercountry adoption activities and procedures, to include quarterly statistical reports of services, progress reporting, casework and case management.
b) Adoption:
• Works under the direction of Holt’s Haiti Country Representative to achieve country ICA objectives.
• Collaborates with Holt Haiti’s Country Representative to handle adoption related issues and maximize opportunities in-country.
• Assists in facilitating international adoption in the processing and logistical support for the placement of children with Holt families.
• Maintains accurate list of all Prospective Adoptive Parent files and records.
• Reviews dossier documents and ensures accurate and complete. Assists in monitoring home study and USCIS expiration dates to ensure all families maintain eligibility and active dossier registration at all times.
• Informs IBESR of updated home study and USCIS approvals to ensure IBESR maintains accurate approval parameters for all Holt families.
• Assists in completing and translating referral packets, maintains all social, medical and legal records on all children under home-finding process, and adoption dossiers with all necessary legal documentation, authenticated and notarized as necessary.
• Supports the efficient inter-country adoption processing procedures by establishing and maintaining productive working relationship with all appropriate government officials, directors of childcare institutions, counterpart organizations, diplomatic missions and other NGOs.
• Assists adoptive families in-country with logistic arrangements, document handling and processing, such as visas, transportation, accommodation, etc.
• Ensures timely post-placement reporting for translation and submission to the responsible government body
• Travel as assigned by Haiti legal representative to coordinate inter-country adoption processing.
• Assists the legal representative in the proper and efficient use of adoption funds by maintaining appropriate administrative management, record keeping, reporting and control systems
• Coordinates all financial reporting and transactions with Haiti accountant and Holt International staff to ensure accurate financial records are maintained at all times.
• Ensures Holt complies with all Haitian Government rules and regulations by assisting Holt Country Representative with the licensing/registration and renewal process with IBESR for Holt to work in Haiti
• Maintains knowledge and understanding of various Haitian adoption and program related policies/processes and political/social situations.
• Communicates weekly progress on family cases and any activity with children matched with Holt families. Communicates urgent matters immediately with Holt International staff.
• Assists to establish Waiting Child Program with IBESR.
• Operates ethically at all times and ensures all practice is compliant with Hague Standards.
• Assists in growing and expanding the number of children and families served through Holt’s Inter Country Adoption Program.
• Participates in ongoing training as requested by Holt International.
• Timely communicates status of adoption dossiers processes to US team

• Reports any issues to Country Representative


Qualifications Requises

QUALIFICATIONS

1) Knowledge Skills and Abilities:
• Knowledge of social work principles
• Knowledge of permanency planning procedures
• Knowledge of computer software applications
• Able to work cooperatively in team setting
• Able to work independently and use initiative to complete assigned tasks
• Able to prepare, recommend and implement policies and procedures
• Able to analyze problems and recommend solutions
• Able to communicate clearly and precisely in written and spoken English
2) Experiences and training:
• Academic and/or professional experience in social work, law or a related field
• Experience with child and family assessment highly desirable
• Three years of professional working experience, preferably in development, humanitarian or non-for-profit sector
• Good knowledge of Hague Adoption requirements


Conditions de travail

SUPERVISION:
1) Received:
Directly responsible to the Haiti Country Representative. Work is received through consultations, review of reports, and evaluation of work performance and effectiveness.

2) Exercised:
The Adoption Manager will provide direct supervision to the Adoption Coordinator, or as otherwise assigned by the Haiti Country Representative.
