PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Haiti

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.


Fonctions

Position Purpose:
The Accountant will perform all matters related to accounting as to help upgrade the performance level of the unit. The Accountant will help the Senior Accountant to ensure that the financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures and regulations.

Major duties and responsibilities to be completed under this SOW are as follows:

• Review adequately disbursement vouchers before processing data
• Review all journals before final approval and posting
• Ensure that charges are in compliance with donors’ requirements, Chemonics and GHSC-PSM project policies and procedures
• Coordinate tax payment on a monthly basis and maintain the tax files for the project, recorded and paid in timely manner.
• Oversee the project’s accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached.
• Perform primary financial analysis and bring all discrepancies to the attention of the Senior Accountant
• Responsible with the bookkeeper for recording the expenditures in the ABACUS financial system.
• Assist the Senior Accountant in the monthly closing of the books per Chemonics standard procedures.
• Perform other general accounting duties as needed and other duties as may be assigned.
• Perform additional tasks as required by the Senior Accountant



Qualifications Requises

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties

• A bachelor degree or a diploma of Accounting
• 3 years of experience
• Previous experience as a USAID-funded project accountant preferred.
• Experience booking payroll in Accounting Software for at least 80-100 staff
• Good communication skills are required, both oral and written in French and English is an advantage
• Good computer skills are required: Excel and Accounting Software are obligatory (Experience working with ABACUS accounting software is highly desirable)
• Ability to work independently with minimal supervision, accept and discharge substantial responsibilities, prioritize work assignments, meet deadlines, and to exercise professional judgment.
• Ability to work in a team and possess interpersonal communication capabilities;
• Demonstrated ability and willingness to take initiative and be flexible in terms of changing priorities and deadlines.


Conditions de travail

Reporting:
• The Accountant will report directly to the Senior Accountant
• Chemonics may amend the SOW for this assignment in consultation with the employee.

This is a long-term position for the life of the contract based in Port-au-Prince, Haiti.
