Introduction

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. RESPONSIBILITIES AND ACCOUNTABILITIES:
IOM Haiti is launching a new Government of Haiti (GOH) / World Bank-funded project to facilitate homeowner-driven housing reconstruction in the wake of the 7.2 magnitude earthquake that struck Haiti’s southern peninsula on August 14, 2021, destroying or damaging 115,000 homes.
Entitled “Scaling ‘Build Back Safer’ Training and Communications in Haiti’s Grand Sud,” the USD 7 million project is part of a “Contingency Emergency Response Component” (CERC) being enacted by the GoH’s Ministère de l’Intérieur et des Collectivités Territoriales (Ministry of Interior and Territorial Communities; MICT) under the ongoing World Bank-financed “Projet de Gestion des Risques et de Résilience aux Aléas Climatiques” (PGRAC) initiative.
The innovative IOM-led project will focus on supporting self-recovery being undertaken by affected households and communities in rural zones throughout the quake-affected area. It has two main components: 1) hands-on trainings for informal construction workers in rural communities, using the “chantier-écoles” approach (in which trainees oversee the construction of an actual core home to gain on-the-job experience in safer building techniques); 2) a large-scale communications and sensitization campaign to educate households, communities and local officials on the importance of safer building techniques and policies. The project will build on and refine the successful experiences with “build back

safer” trainings and messaging spearheaded by IOM Haiti in the aftermath of Hurricane Matthew between 2016-2019.


Fonctions

Under the overall supervision of the Head of Sub-Office (HoSo) in Les Cayes Haiti and direct supervision of the Project Coordinator, the successful candidate will perform the following tasks:
1. Oversee overall community outreach and communications efforts in each of the approximately 50 sections communales in which chantier-écoles will be completed. This will entail forging strong ties with the mayor, other local officials, and civil society community groups, in order to facilitate community, buy-in and ensure the overall smooth functioning of the project.
2. Working closely with the Project Coordinator, design and implement a participatory beneficiary selection process to identify vulnerable households that will benefit from the construction of a chantier-écoles core home. The process will require proactively engaging with a range of stakeholders, including UCLBP, local mayors and other communal officials, and civil society within the community.
3. Lead the project’s outreach to and identification of potential candidates for the chantier-écoles training program in each community. This process should use a variety of communications channels to publicize the training opportunity (e.g. mobilization of local networks, word of mouth, community meetings, targeted calls/visits to technical schools, etc.), ensuring that as many eligible participants are made aware of the training in as short of time frame as possible.
4. In close coordination with the Project Manager, carry out effective coordination of the community mobilization team, which will consist of two to three teams operating in parallel across a wide geographic area.
5. Participate and represent IOM, in regional sectoral meetings, working groups and other relevant fora, as needed.
6. Perform such other duties as may be assigned


Qualifications Requises

EDUCATION, EXPERIENCE AND SKILLS
• Bachelors or equivalent in humanities, social work, psychology, sociology, social sciences, anthropology or any related fields, or;
• High School Degree/Certificate in the above fields with 5 years of relevant professional experience;
• Experience working on community engagement, community mobilization, training, and/or behavior change communications in Haiti, or other difficult to operate contexts. Experience working with NGOs/UN agencies is an advantage
• Strong communication skills are a must
• Flexibility, ability to work in difficult situations
• Demonstrated leadership skills
• Computer literacy, report writing ability and good administrative skills are also required.
• Experience in remote rural Haitian contexts and/or in disaster risk reduction communications an advantage.
• Ability to liaise independently with partners and government actors.
• Be available to work on weekends and public holidays in the case of an emergency and participate in regular on-call roster for weekends and public holidays

• Good negotiation skills and problem solving skills, good organization and good writing skills;

LANGUAGES (IOM’s official languages are English, French, and Spanish)
Fluent in Creole, French, English (oral and written).and Working knowledge in Spanish an asset.
