Job Summary:

Logistics and Data management Red Rose Officer works together with the Wash & Shelter Program Manager and the project team to monitor develop strong relationships with the vendors in CRS targeted zones as well as managing the Shelter Red Rose Platform. S/he is responsible to ensure good communication between CRS, partners and beneficiaries as well as good coordination with all the Supply Chain team in Cayes for timely Shelter activities

Job Responsibilities:

• Act as the focal point to ensure communication with the Red Rose Administrator overseas;
• Submit request of payment on the Red Rose Platform;
• Activate the cards on the Red Rose Platform;
• Submit the request of top-up on the Red Rose Platform;
• Export data from the Red Rose Platform;
• Create the activities on Red Rose Platform;
• Change the prices on the Red Rose Platform according to the Shelter & Wash Program Manager recommendations.
• Perform all the activities required on the Red Rose Platform;
• Ensure the follow-up on the feedback received from the beneficiaries through the CRS hotline;
• Seek out pertinent information in the community for the smooth rollout of programs.

Monitoring and Evaluation
• Provide exported data from Red Rose to the M&E Officer.
• Maintain a properly documented listing of trained project beneficiaries.
• Supports related project evaluations and project reviews and learning events in consultation with the immediate supervisor and the M&E Unit.

Logistics & Procurement
• Prepares and submits transport plan adapted to the needs.
• Ensures all requests for materials/supplies are prepared in time (3 weeks in advance) to meet specific deadlines and works with the procurement team to meet the targets.
• Assist in coordinating and supervising activities related to the receipt, transport, distribution of Shelter Materials.
• Liaise with warehouse Officer, Project team, Procurement and Finance transport manager, partners and other parties to ensure timely receipt and distribution and payment of goods.
• Maintain records with all necessary logistics documents and verify that all supply chain management activities and movement are documented completely and accurately. Prepare and/or review all reports prior to submission, as per distribution terms.

Typical Background, Experience & Requirements:
Education and Experience

Education:
• Bachelor's degree in Management, diplomacy or related field.

Experience:
• Minimum three (3) years practical experience in implementing emergency or community development projects, working with NGOs or government agencies.
• Minimum one (2) years’ experience in project coordination or management, preferably in a development context;
• Experience in implementation of e-vouchers and e-distribution programing
• Experience in community development, community mobilization, communication or similar self-help initiatives, and a desire to maximize integration of program delivery, is preferred;

Skills:
• Excellent communication and negotiation skills;
• Proven record in managing teams of professional personnel;
• Ability to write reports and procedure manuals, and effectively present information and respond to questions from CRS senior management;
• Fluency in English (both oral and written skills), French and/or Haitian Creole preferred
• Self-reliance and an ability to work in a challenging and demanding environment with limited supervision.
• Awareness, sensitivity and understanding of cross-cultural issues particularly in representing a US-based, Catholic agency.
• Must possess excellent organizational and planning skills
• Superior project management and time management skills
• A wide degree of creativity and latitude
• Self-motivated with a positive and professional approach to management

Required/Desired Foreign Language: French and Creole, fluency in English a plus

Travel Required: Based in Les Cayes Office with travel to the field up to 30%
