Introduction
Background and justification
PADF, through a 19-month INL-funded project, will improve crime prevention efforts and increase public safety in targeted communities in Haiti. The project will strengthen the skills and practical competences of the Haitian National Police (HNP) to work effectively with the communities they serve to address the root causes of crime and violence and weaken gang influence. For this task, PADF seeks to hire a Project Manager to be hired in Port-au-Prince, Haiti.
Objective
The general objectives of the project are:
- Reduce crime and violence in targeted communities
- Strengthen community policing approaches within HNP
- Increase public service delivery, youth engagement and community resilience against crime and violence
- Develop and implement a comprehensive monitoring and evaluation system
Fonctions
Responsibilities and activities of the Manager
• Overseeing the programming and implementation of the program, ensuring that strategic partners collaborate with the government to promote citizen security.
• Strengthening and promoting stakeholder relations with government, private sector and civil society organizations.
• Serve as main point of contact for all project activities being coordinated and implemented in country.
• Develop and maintain good relations with all official government and program partners, for the coordination of program activities. This includes taking initiative by troubleshooting problems and finding practical solutions related to the different activities outlined in the program.
• Coordinate in country program activities, monitoring and evaluation and sustainability strategies.
• Maintain regular communication with program beneficiaries, including police and other government officials, as well as interact with the prime and local partners in the country.
• Develop monthly work plans to meet indicator targets.
• Provide support in the development of program informational materials.
• Ensure that funding provided for in country activities described in the work plan are appropriately invested, tracked and documented consistently in accordance with PADF policies.
• Consolidate all program information about participants, surveys, success stories and other correspondence for reporting, as well as sharing relevant information with counterpart coordinators.
• Produce and submit documentation requested by PADF regarding program implementation, financial expenditures, correspondence, research, and quarterly reports in a timely manner.
• Complete other duties as assigned.
Qualifications Requises
Candidate profile
The successful candidate will possess a deep knowledge of citizen security issues, crime and violence prevention, at-risk youth engagement, and monitoring and evaluation. He/she will also have extensive experience in working with the government of Haiti at a high level and across different ministries and government-affiliated organizations. The successful candidate will also bring substantial strategic leadership skills, with experience leading international development projects,
The ideal Manager will also possess the following:
• Fluency in English and French. Knowledge in Creole desirable;
• Experience working with the government of Haiti and other governments and multilateral organizations, preferably at a senior level;
• Ability to provide advice on strategy, including initiation and development of strategic partnerships;
• Demonstrated sound judgment and leadership/team building skills;
• Proven ability to provide strategic leadership on issues related to youth at risk;
• Strong experience in shaping and executing public affairs strategies;
• Experience in managing processes of stakeholder (e.g., governmental, NGO, academic, labor) outreach and engagement;
• Education through a master’s level or higher in international relations or a similar field
In addition to the foregoing qualities, the successful candidate will demonstrate strong organizational development and interpersonal skills as well as experience and comfort operating in a fast-paced, multicultural, and self-directed environment.
