About Changing the Way We Care (for Haiti):
In Haiti, CRS is implementing Changing the Way We Care (CTWWC), a global initiative to promote safe, nurturing families for children from residential institutions and children at-risk of family separation. This work involves coordination among a variety of government and non-government stakeholders at the national and regional levels to advance childcare reform and strengthen families. CRS is also working to support the capacity strengthening and organizational development of Haiti NGOs inclusive of training, on-the-job coaching, and accompaniment. Activities include reforming national systems of care for children and young people; supporting separated families with reunification and reintegration; developing alternative family and community-based care systems; closing harmful residential institutions; and calling for funders to divest from supporting institutions for children and young people and redirect their funding to alternatives that strengthen communities and keep families together.
Job Summary:
You will provide MEAL technical support to a range of program/project design and implementation issues for CTWWC project in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices, to advance the delivery of high-quality programming to the poor and vulnerable. Your MEAL knowledge and support will contribute to determining how effective, adaptive and innovative CTWWC programming is.
Fonctions
Responsibilities:
I. Monitoring and Evaluation
• Provide MEAL support and guidance to several projects as per the needs
• Participate in the projects proposal development process as needed
• Ensure the application of CRS MEAL Policies and Procedures in the projects and coordinate with CTWWC MEAL & KML Officer on annual self-assessment
• Lead the realization of SMILER workshops so to design of the MEAL system in alignment with global CTWWC MEAL plan
• Lead the realization of baseline studies and evaluations (real-time, final, etc.) as well as periodic learning activities
• Participate in periodic meetings with Project Manager to share feedback so to improve the quality of project interventions
• Support the teams members in the development of studies protocol and methodology for evaluation activities
• Ensure the data required by the agency are reported as per the deadline (PSDI, Global Area indicators, Influence KPI, extended participants) in consultation with CTWWC MEAL & KML Officer to ensure consistency across the initiative
• Participate in CTWWC Global MEAL team meetings and activities
• Provide coaching and capacity building sessions to the MEAL officers on key aspects of MEAL
• Carry out field visits to observe the implementation of activities and share feedback with the Project Manager and other team staff
II. Accountability
• Support the team members so to facilitate the implementation of the CRS accountability system to ensure that the actions proposed in the projects meet the expectations of beneficiaries, partners and are executed in accordance to the planning
• Support the implementation of the transversal protection plan in the projects based on the guidance received from the Accountability focal point
III. Learning
• Ensure the development of a learning agenda during the design phase of the MEAL system (SMILER) in alignment with global CTWWC Learning Agenda
• Create a learning environment and culture within projects by providing support to project staff in documenting lessons learned
• Support teams members in the results dissemination process of studies and other MEAL activities with stakeholders
• Ensure learning documentation on the engagement of people with lived experience.
• Participate in MEAL Community of Practice meetings of the country program and the region
• Lead or support the planning and production of lessons learned documents and/or learning videos, in collaboration with the global CTWWC ILE team
Qualifications Requises
Education and experience:
• University degree in Social Sciences, Statistics, Economics, Computer Sciences, or any related fields
• Minimum 5 years of MEAL experience
• Minimum 4 years of experience in data processing and analysis
• Minimum 2 years of experience in conducting studies or evaluations (both quantitative and qualitative)
• Proficiency in data management and analysis software such as: Excel, SPSS, SAS, E-views, etc
• Knowledge of ATLAS or any other qualitative data analysis software is an asset
• Proficiency in qualitative data analysis
• Great ability to plan, organize, supervise, control, analyze and communicate
• Good command of survey techniques and different sampling methods
• Strong analytical skills and experience in writing evaluation reports
• Good knowledge of CommCare and Power BI tools is an asset
• Experience in using mapping software (ArcGIS, QGIS) is an asset
