Compassion Health Haiti et Strategys recrute pour le compte de leur client, Chemonics International Inc, un poste de IT Manager.
Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Haiti.
Position Purpose:
The IT Manager will be responsible for monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals, making sure that PSM has a stable, secure, and robust network infrastructure in line with Chemonics IT security guidelines. The IT Manager will work closely with the Operations Director, and the project’s home office Global Technology and Infrastructure (GTI) division.

Tasks:
Specific tasks to be completed under this SOW are as follows:
• Manage deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals.
• Supervise one employee. Train and build capacity of staff under his/her supervision.
• Review of all IT department related documentation/certificates such as network diagrams, product registrations and licensing, software and hardware configurations, maintenance agreements and service contracts and follows up with contractor on technical compliance.
• Assist in the configuration of new and used hardware and installation of software, new releases and system upgrades.
• Evaluate and install patches.
• Provide both first and second level support, responding to problems, implementing planned changes, and managing projects.
• Ensure user satisfaction.
• Develop strategies for maintaining and advancing the IT Infrastructure.
• Ensure proper execution of such advancement projects.
• Administer the LAN, including switches, firewall, and domain controller, as well as document LAN operations.
• Oversee the deployment of client workstations and join them to the domain.
• Train and assist project staff in the use of Sharepoint and Microsoft Office tools (Word, Outlook, Excel), VPN access, security procedures, antivirus principles.
• Administer IT equipment, including inventory management, software versions, server and workstation updates, licenses, etc.
• Assess needs for IT equipment and make procurement requests for IT equipment with detailed specifications in accordance with Chemonics IT standards and USAID regulations.
• Assist in technical evaluation of IT-related materials, services and equipment.
• Provide IT-related guidance and input for technical and/or operations activities.
• Configure Mobile Device Management (Scale Fusion app) on select staff phones
• Deploy applications like Kobo via Scale fusion for select staff
• Support regional supply chain monitors in properly using Kobo application on their phones
• Configure and support in the monitoring of electronic temperature data loggers at the Warehouse
• Install, configure and maintain new cloud-based CCTV security IP camera system for optimal performance
• Configure and troubleshoot project Call Center
• Perform other duties as may be assigned by his/her supervisor
Qualifications Requises
Job Qualifications
The ideal candidate will meet the following criteria:
• University degree required in Computer Science or any relevant field.
• Minimum ten years experience in network administration in Haiti, with ability to prepare reports and documentation clearly and objectively.
• Knowledge of IT-related USAID rules and regulations required
• Experience implementing and supporting systems that facilitate remote work
• Experience in information technology with emphasis on the following: Windows Server 2016/2019 and Windows 10, firewall and VPN configuration.
• Good communication skills in French and English (oral and written) required
• Ability to work in a team and independently with minimal supervision
• Supervisory and training experience preferred
Reporting
The IT Manager will report to the Operations Director or her designee.
Working Conditions/Duration of Assignment
This is a long-term position for the life of the contract based in Port-au-Prince, Haiti.
