Introduction
The Haiti Operations Director (“the Director”) reports to the Country Director and is responsible for internal operations at HELP including management and maintenance of all HELP property in Haiti including the HELP Center, the CHE (dormitories), the vehicle fleet, purchasing, logistics, human resources and administration for HELP’s activities in Haiti. This position is also responsible for managing capital projects, special projects, and strategic partnerships which require strong project management and communication skills. As a director-level employee, the Director will work collaboratively across departments and units to assure effective management of HELP’s resources help facilitate HELP’s core programmatic activities in pursuit of its mission.
Fonctions
A- General Management
a. Manage a team (currently 14) responsible for logistics, procurement, office and dorm management human resources and IT including 2 direct reports – Senior Manager for Operations and the IT Manager.
b. Collect, consolidate and review of monthly institutional reporting from each of the department and timely submission to the Director of Operations.
c. Coordinate Haiti Management Team meetings which can include scheduling, notetaking and facilitating – as requested by the Country Director.
B- Administration/Procurement/Budgeting:
a. Plan and manage of departmental budget including maintenance and repairs of buildings and vehicles, staffing, supplies, equipment and furniture,
b. Review and approval of purchasing and other financial transactions related to operations.
c. Collaborates with the Accounting team to assure systems are in place for timely purchasing of requested and approved materials.
d. Regularly updates the HELP vendor list and validates all procurement policies are followed explicitly and resources are used efficiently.
e. Supervise the annual inventory process and improve existing systems for day-to-day inventory management of all HELP materials.
f. Maintain & improve an effective system of contract and lease management.
C- Human Resources
a. Oversee staff development and the annual employee evaluation process.
b. Oversee hiring processes for positions and resolution of HR issues for Haiti-based employees
c. Coordinate of all-staff meetings and staff development.
D- Legal/Compliance/Policies and Procedures
a. Work with HELP lawyer and Haitian government offices to assure ongoing compliance (insurances, MPCE reporting, property ownership) and resolution of legal issues on an ad hoc basis.
b. Review annually review of all operational manuals: CHE Manual, International Staff Guide, HELP Operations guide (in development)
c. Develop and maintain of HELP’s Safeguarding policies & procedures.
d. Implement and conduct annual review of Safety & Security Management Plan.
E- Facilities:
a. Regularly visit and inspect HELP offices, dorms and classrooms spaces are safe, secure, clean and functional. Each site is regularly maintained, and necessary repairs and improvements are completed in a timely manner.
b. Supervise related staff and interns to assure fluid communication and proactive resolution of any issues.
c. Assure that vendors and contractors are competent and competitive.
d. Assure effective negotiation and management of leases and provides support in property purchases.
F- Logistics and Fleet Management:
a. Supervise drivers and dispatch to assure effective use and maintenance of vehicles and regular training of staff.
b. Update policies and procedures for drivers and maintenance.
G- IT:
a. Supervise the IT Coordinator to assure support for efficient connectivity for HELP Center and IT Lab.
b. Support continued development and proper use of HELP information systems (Dropbox, Baz La, Outlook, Raiser’s Edge, Moodle)
c. Oversee design, data entry and ongoing improvements to HELP’s custom database coordinating with IT staff and programming consultants.
d. Improve and maintain policies and procedures related to data and document management. Oversee Dropbox filing structure, membership & authorizations.
H- Capital projects, Special Projects (strategic partnerships, impact assessments, etc.):
a. Work with Country Director to oversees all aspects of capital procurement including vendor selection for capital projects.
b. Oversee capital contract supervision, verifying the work specifications and proper implementation, providing regular reporting on all projects and proactively identifying any issues.
c. Coordinate communication and support for contractors.
d. Coordinate with Consultants including providing and coordinating feedback and support from relevant HELP departments.
e. Oversee contracts and payments based on deliverables.
f. Oversee design, proposals and selection of consultants for program assessments, strategic planning, and impact assessments, coordinating participation among stakeholders and assuring quality deliverables.
I- Support to overall HELP activities:
a. Provide additional support as needed and requested by the HELP Direction (e.g. PR, Outreach, recruiting, fundraising, participation in meetings and HELP activities, participating on interview panels for staff and students, etc).
Qualifications Requises
Education: Minimum Bachelors (License). Masters level preferred
Work experience: Minimum 10 years of relevant experience with increasing responsibility preferably with an NGO
Essential skills: Exceptional organization and ability to drive processes forward to completion; Excellent written and verbal communication in a diverse environment.
Language(s): English, Creole, and French required
Education: Minimum Bachelors (License). Masters level preferred
