“The incumbent coordinates overall Disability Inclusive Disaster Risk Reduction (DIDRR), emergency preparedness and response portfolio of the Haiti CBM Country Office. the position holder will ensure a holistic and consistent approach to crisis response by taking a proactive role in the delivery of CBM’s DIDRR framework, Disability Inclusive Humanitarian Action Initiative Strategy at the country levels by engaging and leading in all phases of humanitarian crisis linking preparedness, response, recovery and development.
2.Overall Mission
?Under the direction and guidance of the Haiti country Program Manager and supportive supervision of the A&A/Regional Humanitarian & DIDRR Coordinator, the incumbent is responsible for overall coordination of CBM Haiti Office (CO) DIDRR, emergency preparedness and response portfolio.
?Aligned with CBM’s Federation Strategy and Partnership Principles, the position holder will ensure a holistic and consistent approach to crisis response by taking a proactive role in the delivery of CBM’s Disability Inclusive Humanitarian Action Initiative Strategy at the country level by engaging and leading in all phases of humanitarian crisis linking preparedness, response, recovery and development.


Fonctions

3.Main Tasks
Project Cycle Management
?Plans, coordinates and ensures the monitoring and evaluation of the DIDRR and disability inclusive humanitarian assistance actions plan of CO Haiti.
?Ensures the identification, planning, coordination, and monitoring and evaluation of projects in the field of DIDRR and disability inclusive humanitarian assistance;
?Identifies training needs/gaps, plans and coordinates capacity building for CO Haiti staff, implementing partners and collaborators.
?Represents CBM Haiti in clusters and consultation frameworks related to disaster risk reduction and humanitarian assistance.
?Ensure regular and effective partner communication and follow up on project cycle management-related aspects
?Develop new project ideas, concept notes and full proposals including financial planning and budgeting jointly with the local partners and in accordance with the 3-way working method
?Facilitate, monitor and follow up on financial and programmatic implementation
?Follow up specific issues at partner/ field level as required (e.g. financial management standards, procurement standards)
?Manage quarterly document-based monitoring
?Project Progress Report incl. End of Year Reports
?Additional Programmatic Formats as e.g. narrative reports
?Bi-Annual Statistics
?Safeguarding Update (as required)
?Analyse project data and reports
?Ensure basic audit follow up (only in case of critical issues)
?Facilitate project management-related administrative tasks (contracts, approvals, re-designations, reallocations, intra year allocations, lapse of funds, carry over of funds etc.)

Other Administrative Processes
?Manage the budget process
?Ensure completeness and correctness of documents, enter data for new projects and process monitoring data in Microsoft Dynamics NAV
?Monitor implementation rate and provisos
?Manage “Red Flag”-issues
?Ensure CBM internal documentation and reporting, as per agreed standard
?Keep concerned CBM divisions informed and aligned on issues
?Perform other tasks as assigned by the Programme Portfolio Manager


Qualifications Requises

5.Requirements - i.e. education, professional experience, languages, methods, competencies, personality traits…
a)Education, Knowledge, and Professional Experience
?University degree or equivalent in disaster risk management, humanitarian/development studies, social sciences, or related field.
?Minimum of five (05) years of proven professional experience in disaster risk reduction management, emergency preparedness, response and humanitarian programme management including in complex humanitarian settings (conflicts, natural disasters, refugee/internal displacement contexts, etc).
?At least five (05) years of experience in partnership management, capacity building and delivering humanitarian assistance through national partners.
?Proven experience of working with variety of stakeholders including UN, INGOs, government and donor agencies, and inter-agency humanitarian coordination.
?Excellent project proposal development skills for institutional donors.
?Experience in strategic planning and management of large and complex disaster risk reduction programs , humanitarian programmes and budgets.
?Demonstrated experience in strategic oversight, coaching and capacity building of program staff, and managing diverse teams.
?Demonstrated knowledge and experience of practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the Protection Principles, and the Core Humanitarian Standard). 
?Knowledge of concepts, approaches and standards regarding Disability Inclusive Development, Gender and Child Safeguarding an advantage

Knowledge of the local disaster risk and humanitarian context and related emerging trends, including policy developments and networking at national, regional and global levels


Conditions particulières

b)Desirable
?Experience in disaster risk management.
?Technical expertise and experience in Health, Cash and Voucher Assistance, Protection, Humanitarian advocacy and security.
?Understanding of disability inclusion and related legal frameworks and standards, especially with regards to DIDRR and disability inclusive humanitarian action.
?Experience in mainstreaming gender, age and disability in humanitarian programme cycle.
?Familiarity and practical experience with humanitarian MEAL frameworks.

c)Languages
?Verbal and Written French proficiency ( professional)
?English (professional proficiency)

d)Tools
?Knowledge in MS Navision, MS Office incl. Excel and MS Sharepoint solutions
