The EpiC team seeks a Senior Technical Advisor, Communty engagement and social mobilisation to provide senior-level technical advice and oversight across communes where is providing support to the Haitian Ministry of Health and his local Partners .

The Technical Advisor Communty engagement and social mobilization will be responsible to providing
(1) Support vaccination unit, communication unit and community health unit from MOH , in collaboration with the community organizations in the communes targeted by the project EpiC , in the implementation of health prevention and promotion activities including those related to the COVID 19 vaccine communication and demand generation among the communities.
(2) Provide Guidance, technical assistance and coaching to 3 Engagement and Mobilization Officers based in Nippes (1) , grand Anse(1) and in South (1) departments of Haiti.

• Put in place up health committees in the targeted communes.
• Supervise and provide technical assistance to the Engagement and Mobilization officers (3) in the strategic planning of project interventions in the community for the weekly mobilization, in the report of the tasks accomplished and the progress of the activities (awareness, registration, meetings/interviews
• Develop mobilization campaigns and identify new communication channels
• Support team capacity building activities;
• Strengthen community capacities for social and behavior change and take local initiatives to meet priority needs;
• Set up a work plan within the framework of community intervention and promote the strategy of the established communication plan;
• Organize capacity building sessions for Health committee members ;
• Prepare monthly activity reports.

Technical Requirements:
• Ensure high-quality technical leadership, oversight, and advice, including mobilization of technical assistance to support implementation of health promotion l interventions.
• Participate in meetings with Ministry of Health (MOH) officials and local partners to review health promotion plans
• Work with the MOH officials/COVID-19 task force and local partners, to review/update the National Strategic Covid-19 Communication Plan, keeping in mind the lessons learned in the last 2-year implementation interventions in Haïti and the latest scientific data related to the covid-19 pandemic
• With the MOH and local partners, work in 3 geographic departments (Nippes, South, Grand-Anse), with the MOH Departmental representatives and partners, to review/update and implement the Departmental Covid-19 Communication Plan in those 3 departments, according to the changes that will be made in the National Covid 19 Communication Plan and the specity of each of these 3 departments.
• Work with the MOH Communication unit and its partners, to develop, multiply communication materials and implement activities to promote the right behavior changes to improve the health status of the Haitian population, with special focus in 3 geographic departments, Nippes, South and Grand’Anse.
• Work with the MOH Communication and Community mobilization UNIT and their partners, the MOH Departmental level and their partners, to review and implement their Health Communication and Mobilization activities in Nipppes, South and Grand’Anse departments

• Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
• Medical degree highly preferred
• Project Management (PM) Certification preferred

Experience:
• Experience working in Haiti on health or other development projects required
• Excellent oral and written communication skills in English and French required; fluency in speaking and writing Haitian Creole preferred.
• Excellent and demonstrated people management and performance management/development skills.
• Ability to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives.
• Documented experience as invited speaker/presenter at relevant conferences/meetings, authorship of technical/service delivery guidelines, and significant contribution to peer reviewed publications.
• Experience developing strategy and/or performance standards for projects/services in the technical area.
• Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
• International or Domestic (US) Program Development or Program management preferred.
