Introduction
Role Purpose
Reporting directly to Chief Executive Officer, the Chief Operating Officer (COO) is responsible for the management of core business operations, including lending, product development, policy development and application of internal controls. S/he will ensure that the FINCA Haiti S.A is competitive, and that outreach and profitability performance targets are met. The COO is responsible for ensuring that core business personnel are adequately trained and operated at a high standard of technical competency. The COO also ensures that the FHT implements responsible lending and savings practices. As a member of the Management Team, s/he shares responsibility for the overall performance and activities of the FHT and participates in making decisions on strategic issues.

Accountabilities
Products and Channels :
• Guides and directs management in the development, production, promotion, and financial aspects of the organization's products and services.
Project Sponsorship:
• Lead the transformational projects included in FINCA Haiti’s Strategic Plan: Create the specific project roadmaps, complete projects until launch, and lead the pilot phase; in areas spanning DFA, credit scoring, digital saving and credit, CRM, and process workflow systems; until they either prove to be profitable and scalable or fail.
• Assure a successful transfer to the CCO of proven pilots and support the CCO to complete their deployment and incorporation into the business-as-usual structure.
• Negotiate with the CEO strategic digital partnerships with companies in sectors spanning telecommunications, insurance, utilities, and retail.
• Manage relationships with strategic partners/vendors.
• Update the Management Board and the Board of Directors on the progress of the strategic plan and specific initiatives; with a special focus on resources management, risk management, customer experience, and commercial impact.
Operational Efficiency:
• Fully digitize the business core processes and make them more efficient and client centric.
• Ensure documentation of processes is up to date for all areas, (Procedure Manuals) and reviewed and sign-off by IC, Risk and IA before presentation to BoD.
• Perform Quality Assurance on Banking System (Portfolio, Accounting, etc.) monthly, with communication to areas affected by errors. Design Quality Control reports as required. Work together with SSC, External Consultants/Vendors on design and implementation issues if required.
• Ensure compliance by operating areas with Audit and with Risk policies.
• Draft new policies if needed and update or create new procedures manuals, both under the guidelines of promoting company culture and vision
• Fulfill the function of Social Performance Officer
Organizational Development
• Directs the preparation of short-term and long-range plans and budgets based on broad organizational goals and growth objectives.
• Implements programs that meet organizational goals and objectives.
• Evaluates the results of overall operations regularly and systematically and reports these results to the chief executive officer.
• Ensures that all organization activities and operations are carried out in compliance with regulations and laws governing business operations.
• Creates the structure and processes necessary to manage the organization's current activities and its projected growth.
Policy Development and Implementation
• Maintains a sound plan of corporate organization, establishing policies to ensure adequate management development and to provide for capable management succession.
• Develops and installs procedures and controls to promote communication and adequate information flow within the organization.
• Supervises design of hardware and software systems to assist in the smooth and efficient flow of information.
• Establishes operating policies consistent with the chief executive officer's broad policies and objectives and ensures their execution.
Risk and Compliance
• Supports and reinforces an effective RCSA (risk control self-assessment) program for all key business processes related to the employee’s work area, including adopting control improvements when needed and actively contributing to meet all RCSA corrective action plan commitments.
People and Leadership
• Oversees executives who direct department activities that implement the organization's policies.
• Ensures that the responsibilities, authorities, and accountability of all direct subordinates are defined and understood.
• Provides leadership, management and strategic direction for FINCA Haiti S.A employees.
• Cultivates a high-performance working environment, sense of belonging (“team spirit”), and affinity to FINCA Haiti S.A mission and brand values among the work force.
• Anticipates staffing needs, participates in recruitment efforts for direct subordinates, attracts the right people in support of growth and outreach plans.

Qualifications Requises
Qualifications, Experience, Knowledge and Skills
Qualifications
• Master’s degree in Business Administration, Management, Finance, Economics or related field, or equivalent work experience is required.
Experience
• At-least 5-year experience in comparable positions in terms of responsibility in banking or microfinance in an operations line-management role is required. Prior experience as a member of a senior management team is desirable.
• Experience in credit origination and credit risk assessment, business experience in (a) micro lending, (b) small enterprise lending, (c) rural & agriculture lending is required. Experience in both Credit and Deposits in addition to mobilization and delivery channel development is preferred.
• Experience with digitalization projects: DFA/Tablet banking, OLA (online loan application platform), New/Digital Business Process Workflow, Scoring, etc. is desired.
• Experience in developing and implementing strategic/operational plans for financial institutions is required.
