Introduction
IMA World Health (IMA), part of the Corus International family of organizations, is seeking a Senior Local Capacity Development Advisor for the upcoming five-year USAID-funded Haiti Improved Health Service Delivery Activity (IHSD) under the New Partnerships Global Health Initiative (NPI GH). IHSD will advance primary healthcare service delivery through a decentralized project, working in close collaboration with the current USAID/Haiti health portfolio, the Mission, the Ministry of Public Health and Population (MSPP), and other partners and stakeholders to prioritize universal health coverage, strengthen the capacity of the health system.
Fonctions
The Senior Local Capacity Development Advisor will be based in Port-au-Prince, Haiti, and will lead the development and implementation of the IHSD capacity building program, whose key objective will be to lead a team-approached strategy to facilitate the transition of select national NGOs (new and underutilized) to direct award status from USAID. This will encompass at the onset baseline partner assessments (Organizational Capacity Assessment) and mentoring support in attainment of policies, practices, and performance in areas of governance, human resource management, organizational management (program and performance benchmarks), and financial management, including evaluation, international audits, attainment of de-minimis ICR, etc. Ongoing mentoring and monitoring of such partners will continue during the life of the project.
Qualifications Requises
Requirements:
• Minimum of a Master’s degree in public administration, public policy, business administration, communications, public health, international development, or other relevant health or public administration background
• 15-20 years of experience in the health service delivery sector, with a minimum of 10 years in capacity building and institutional strengthening
• Extensive experience working with local health organizations in Haiti
• Demonstrated experience in needs and capacity assessment, design of capacity building and training programs, facilitation, monitoring and evaluation, and institutional strengthening processes
• Strong oral and written communication and presentations skills in French and English; working knowledge of Haitian Creole is highly desirable
