Introduction

USAID Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) is a 5-year activity implemented by DAI. HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and the Journey to Self-Reliance (J2SR). HRASA’s overarching goal is to increase individual, household, and community resilience through strengthened, well-functioning, and inclusive market systems. While Objective 1 activities will focus on improving the efficiency/ effectiveness of existing market system actors, Objective 2 will stimulate and expand PSE and investment in agricultural market systems. Objective 3 will target subsistence farming households, strengthening their capacities to participate in market system opportunities emerging from activities under Objectives 1 and 2. All activities will take place in the communes in the two defined Resilience Focus Zones (RFZs) highlighted in the Activity scope of work. However, the focus of these activities will vary, depending on the circumstances and selected commodities prevalent in each region.


Fonctions

The Youth Inclusion Specialist will work under the direction of the Gender and Social Inclusion (GESI) Lead, and will collaborate with the COP, DCOP, and Objective Leads to ensure that women, youth, and other vulnerable and marginalized populations are mainstreamed into all HRASA Activities.

The Youth Inclusion Specialist will be responsible for building the team’s capacity for implementing youth inclusion sensitive activities and interventions and for increasing the understanding of youth inclusion issues with respect to market systems development in the Haitian context.

Objectives and Duties:
Specifically, the Youth Inclusion Specialist will be responsible for the below tasks:
• Serve as the lead liaison and build the capacities of youth-led organizations (producer groups, SMEs, community savings groups, NGOs, etc), and advocate for social inclusion;
• Contribute to the Gender equality, youth, and social inclusion (GEYSI) assessment - collect granular information on youth’s participation in lucrative, export-oriented VCs, engagement in and uptake of cross-market services, and their resilience capacities across the RFZs and prioritize measures to address disparities faced by youth, and other marginalized populations. This information will form the foundation for intervention design, indoctrinated in HRASA’s Gender and Youth Action Plan.
• Work with the GESI STTA and other team members to produce the GEYSI strategy;
• Design, organize, and lead focus-group sessions with a cross-section of community stakeholders such as civil society organizations, private sector, and local government to allow community members to self-assess and rank their own capacities regarding GEYSI issues;
• Map and identify youth-led organizations and female and youth leaders;
• Contribute to developing GEYSI training modules for the team (regularly/ at least twice a year or each quarter), building capacity of technical teams to reach their GEYSI targets;

The Youth Inclusion Specialist will be based in Cape Haitian, with frequent travel to and throughout the RFZs.


Qualifications Requises

• University degree in related field.
• Minimum 5 years of experience implementing youth-related activities on international donor-funded programs with preference to USAID programs.
• Experience designing appropriate interventions to meet project goals in assisting youth, and other marginalized groups.
• Demonstrated experience integrating youth components into market systems and/or agriculture programs.
• Demonstrated experience working with and building the capacities of Haitian enterprises, civil society organizations, and local governments.
• Strong skills in reporting, monitoring, and evaluation.
• Demonstrated experience managing a team of specialized experts.
• Fluency in French and Haitian Creole required with additional skills in English desired, but not mandatory.
• Deep familiarity with Haiti, and willingness to live in Cap-Haitian and travel throughout the targeted areas of influence.


Conditions de travail

The Youth Inclusion Specialist will report to the GESI Lead. S/he will collaborate closely with the DCOP and Objective Leads, ensuring that cross-cutting youth activities are integrating in HRASA activities.
