Introduction

For several years now, PEPFAR (President Emergency Program For AIDS Relief) has been providing the Haitian Government with considerable technical and financial support as part of the national response to HIV/AIDS. Following the earthquake of 12 January 2010 and the outbreak of the Cholera epidemic during the same year, this financial assistance was extended to other projects (Nutrition, FETP, Surveillance, EMOCS, Cholera, Filariasis, Malaria, Tuberculosis) in order to support the actions of the Ministry of Public Health (MSPP) with a view to achieving the Millennium Development Goals (MDGs). This program, in addition to its operational components executed through accredited civil society organizations, also extends to various public health institutions. This public component of the program is managed by the MSPP/PEPFAR Project Management Unit (UGP) in close collaboration with the MSPP and already reaches all institutions providing health services related to VIH and covid.
This structure must ensure the management of health information related to the aspects taken into account in these subsidies and this through the health institutions of the country supported by PEPFAR project. In order to improve the quality of the data, the UGP/MSPP office recruits Information Systems Manager will ensure the exploitation in good condition of the informatic infrastructure of the UGP. She/he will ensure that the system is always up and running and accessible

Responsabilities
• Analyze computer needs
• Configuring and installing servers
• Configuring communications device (routers, switches)
• Oversee installation and maintenance of hardware and software
• Recommend possible upgrades
• Negotiate with hardware and software vendors
• Ensure network security
• Stay up to date on new technologies
• Setting up cybersecurity measures
• Oversee training on new equipment or software
• Monitoring the performance of hardware and software
• Ensuring all hardware and software are updated
• Authenticating data
• Preserving data integrity
• ensuring that databases meet user requirements
• liaising with programmers, applications/operational staff, IT project managers and other technical staff
• managing servers security/integrity and backup procedures
• implementing security measures
• managing servers access
• managing users access
• defining objectives through consultation with staff at all levels
• writing reports, documentation and operating manuals
• providing user training, support and feedback
• writing disaster recovery plans
• ensuring connectivity with other systems
• troubleshooting
• archiving data
• perform all tasks necessary to achieve satisfactorily his/her duty
• provide assistance to the sites/hospitals disseminated across the country and to all partners working jointly with UGP


Qualifications Requises

• Education:
o Four-year college degree information technology or computer science
o A bachelor's degree in information technology or computer science
o Relevant knowledge in Microsoft Windows server, Linux server
o Relevant knowledge in CISCO technologies.
• Experience: Five years of database experience
• Certification: Certifications in database management systems not required, but very helpful.
