The primary purpose of this position is to provide direct oversight for the Water, Hygiene and Sanitation (WASH) portfolio of HFHH. The WASH officer is expected to guide, coordinate, manage and monitor water, sanitation, and hygiene related projects in HFHH, leading to successful outcomes. This will include WASH contingency and preparedness planning, assessment, and development of HFHH long-term WASH Strategy and operational plans. Coordination or WASH partners and monitoring progress of WASH program implementation to ensure that an adequate level of WASH service is provided at HFHH program area in line with HFHH WASH strategy and Hattian government national WASH policies and standards. The incumbent will also fulfill a range of oversight responsibilities, including program management and implementation, analytical, evaluative and a broad scope of administrative duties. Program management duties include technical leadership, as well as effective and efficient oversight and monitoring to ensure program performance, objectives and results are achieved in accordance to work plans and formal agreements.
Fonctions
The WASH officer is based in Port-Au-Prince with extensive travel to the field:
- Supervise the WASH team in water, sanitation, and hygiene promotion programming, in broad coordination with other HFHH projects
- Ensuring quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines
- Oversee all HFHH wash project implementation
- Identifying and addressing staff capacity building opportunities
- Evaluating the relevance and appropriateness of current and future programming in relation to water, sanitation, and hygiene promotion in the local context
- Advising on mainstreaming gender, protection, and DRR in project and program activities related to WASH
- Assisting in the preparation of the WASH proposals
- Contributing to contingency planning for possible WASH emergency response if required
- Contributing to the preparation of internal and external reports for the NGO and donors, including expenditure plans and situation reports (SitReps)
WASH Strategy, Planning and Program Support
- Lead the drafting of HFHH long-term WASH strategies, and operational plans for the country level.
- Jointly with technical staff of implementing partners and other WASH actors, update detailed needs and resource assessments and revise designs of technical plans as necessary, considering practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
- Advise and assist the HFHH program staff on the development of WASH aspects of the program including planning, budgeting, and input to financial management.
Technical Assistance and Capacity Building
- Provide technical guidance and support to HFHH partners on all water, sanitation, hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability, and impact soundness in their implementation and in accordance with HFHH and Government WASH policies, standards, and priorities.
- Facilitate capacity strengthening activities of HFHH staff and, if applicable, of staff of implementing/operational partners to address key areas of WASH importance to communities
Representation
- Representing the organization externally when required
- Interacting with DINEPA
- Humanitarian/recovery coordination meetings
- Ensuring that all relevant stakeholders have information about HFHH background, program, objectives, working areas, duration of programs and activities in the field
- Promoting and reinforcing relationships with district and provincial technical authorities
- Ensuring correct MOUs are in place with relevant district/province stakeholders
- Ensuring that cross cutting issues (Gender, safeguarding age, disabilities etc, Anti-trafficking) are taken into consideration in all WASH related projects •
- Ensure interface with Local authorities including Mayors, CASEC, departmental authorities in WASH related projects implementation
Monitoring, Evaluation and Quality Assurance
- Supervise and monitor the implementation of the ongoing water, sanitation, hygiene projects administered directly by HFHH and its partners.
- Ensure that mechanisms to monitor the performance of HFHH partners on WASH activities are in place.
- In collaboration with MEL manager, ensure that the WASH Monitoring System data collection and reporting is carried out systematically, properly and timely with quality information
Reporting
- Report regularly on WASH activity implementation, while maintaining accurate records of all relevant WASH performance indicators.
- Prepare regular sectorial reports and submit material for preparation of periodic project monitoring reports as required by the office at country level.
- Prepare timely and quality WASH related report to donors
Make any other related duties as assigned by the Habitat Haiti management team
Qualifications Requises
Education, Experience and Special Skills
- University degree in Civil / Environmental / Water / Public Health Engineering or related field.
- Project Management skills and experiences and proposal writing skills.
- Human resources Management skills and experiences*Minimum 5 years’ experience in the field of WASH
- Analytical skills, coordination, and negotiation.
- Ability to work according to the rules and procedures established by the organization
- Ability to work under pressure and act proactively
- Experience working objectives, facilities to monitor performance and take corrective action if necessary
- Ability to interact and to establish and maintain good working relationships with employees and partners.
- Good communication skills
- Master oral and written French and English.
