Introduction

The USAID Project Management Specialist (Care and Treatment[C&T]) is a key member of the Health Services Delivery Division staff in the Health Office, USAID/Haiti. The Specialist provides technical and professional leadership to plan, implement, monitor, and oversee activities related to HIV C&T.


Fonctions

The Specialist has responsibility for ensuring coordination of C&T programs funded by the USG through a variety of governmental and non?governmental partners at the national and local levels. The role of the Specialist includes planning, designing, organizing, directing, and coordinating C&T programs; and, arranging for monitoring and evaluation of activities performed by implementing partners (IPs) and other organizations through grants, cooperative agreements, and/or contracts.


The Specialist is responsible for programs/projects/activities that strengthen health facility and community-level capability to respond to the HIV epidemic, to ensure that C&T programs are integrated and targeted, provide technical input and support to national HIV working groups and the Ministry of Health, and to ensure that partners follow Government of Haiti (GoH) C&T guidance, as well as conform to Mission and USG guidance for C&T programming. In addition, the C&T Specialist serves as the lead for USAID on community health delivery, which requires coordination with the MSPP, WHO and other partners on the role of various cadres community health workers in HIV/AIDS and integrated health service delivery.


The USAID Project Management Specialist (C&T) applies health facility and community-based service knowledge and experience, in order to achieve higher levels of service availability for communities, and to support the epidemic control of HIV/AIDS and TB in Haiti.


The Specialist manages a range of programs/projects/activities related to Care and Treatment, by contract, cooperative agreement, or grant. The work includes: Program Planning: The Specialist provides technical advice to strengthen USG program policy in C&T and national guidelines in Haiti, based on an in-depth knowledge of HIV service delivery in addition to social protections for children, families, and communities that provide care and treatment; develops, often in collaboration IPs and other partners, detailed plans, goals, and objectives for long-range implementation of C&T programs; provides expertise in planning program focus and developing program orientation; exercises considered judgment and discretion in resolving program/project/activity-related issues and conflicts; and, collaborates with other Office and Division staff members, and others in the Mission, in order to coordinate programs in the same region or community.


Technical Oversight: The Specialist contributes to the PEPFAR Country Operational Plan (COP) and selected portions of the Mission Operational Plan preparation on an annual basis and PEPFAR reporting on a quarterly basis, and assures approved targets are met; provides professional and technical advice during USG discussions on improving C&T programs; provides a broad range of technical guidance and leadership to IPs, emphasizing, evidence-based best practices; and, conducts and analyzes program/project/activity evaluations to redefine concepts and criteria for new and/or expanding programs/projects/activities.


COR/AOR: The Specialist provides program/project/activity management, assuring the continuity of current programs and guidance when initiating new activities, including project papers, SOWs etc.; participates in Mission-wide reviews of unsolicited and other technical proposals in the area of C&T and related fields by potential grantees, in order to ensure that proposals are technically sound, realistic, and meet the requirements of USAID and the USG and the needs of serviced communities; prepares authorization documents for signature, provides administrative approval of advances and payments, and tracks all disbursements to IPs and other implementers; and, prepares and amends GLAAS documentation, Action Memoranda, SOWs, proposed budgets, and other requirements for assigned programs/projects/activities in a timely and efficient manner, and consistent with USAID regulations and policies.


Qualifications Requises

Education: Completion of a Master’s Degree, or the local equivalent, in nursing, public health, social work, or an equivalent job-related field is required. Accreditation as a nurse practitioner, registered nurse, registered dietician, or social worker is desired.

Experience: A minimum of five (5) years of progressively responsible professional experience in providing community-based Care and Treatment service, which includes at least two years of planning, developing, managing, and evaluating programs and community activities with donor organizations, host-country organizations, and/or non-governmental organizations; and, analyzing program data and presenting findings in written or oral form is required. Experience working with USAID or USAID-funded health and HIV programs is highly desirable. Prior USG experience is preferred, but not required.

Job Knowledge: The Specialist must have in-depth professional-level knowledge of development principles, concepts, and practices, especially as they relate to managing Care and Treatment activities in Haiti, and the problems and policies in Haiti from the business, political, civil society, and social perspectives. The Specialist must have knowledge and understanding of the economic, political, social, and cultural characteristics of Haiti; development problems in the C&T sector in Haiti; an understanding of the resources, resource constraints, and overall development prospects and priorities for Haiti; and, knowledge of, or the potential to quickly acquire knowledge of, USG legislation, policy, and practice relating to C&T assistance and services, of USAID programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of assigned activities. The Specialist must have knowledge and understanding of the organization and respective roles of the different levels of the GoH, in order to enhance effective communication, and to develop consensus on program/project/activity strategy and implementation.

Skills: The Specialist must have a good knowledge and demonstrated experience in the programming of C&T programs/projects/activities; and, the role of Care and Treatment with other health areas, such as health systems strengthening, TB, etc. The Specialist should be able to facilitate and link culturally appropriate assessments and counseling, and related issues, and the facilitation of linkages to food security programs, including water, sanitation, and hygiene promotion; and, be able to use this information for decision making. The Specialist must be able to provide technical leadership in C&T; and, apply this knowledge to advanced programming in Haiti. The Specialist must have the ability to work effectively in team and interagency environments, and to train, mentor, and coordinate well with others; the ability to interpret regulatory directives and related guidance; excellent computer skills, including Word, Excel, database software, email, and the internet; strong management skills, including financial management, administrative, and monitoring skills used to track the performance of IPs; the ability to present information, analyses, and recommendations in clear written and oral formats; and, the ability to travel to all or most regions within Haiti.

Language: Level IV (fluent) English and French language proficiency, spoken and written, as well as spoken Haitian Creole, is required.
