PROGRAM / DEPARTMENT SUMMARY
The Girls Improving Resilience Through Livelihoods + Health (GIRL-H) program will build the resilience of adolescent and youth in the pastoral lands of Kenya and Uganda, as well as those living in urban settings in Haiti. Haiti provides an opportunity to pilot the GIRL-H model in a different context.
The GIRL-H programme is focused on developing resilience amongst Haitian adolescents and youth, with a gender mainstreaming component, by addressing the development of confidence,economic opportunities and community engagement amongst participants. The program works through the establishment of a safe spaces model in close collaboration with local communities.
GENERAL POSITION SUMMARY:
The Deputy Program Manager will play a transversal role in the implementation of programs addressing Economic Development (EcoDev) and Private Sector Engagement (PSE) in Mercy Corps Haiti, with a gender equality component. Within the framework of the GIRL-H Program, she/he will be responsible for initiating actions in the field of resilience amongst adolescents and youth, economic development and private sector engagement in urban areas, as well as engaging with the relevant stakeholders, the private sector and the community in general. She/He will supervise GIRL-H project staff in Cap Haitien and (remotely) in Port-au-Prince to ensure the effective and timely execution of all activities within the program.The Deputy Program Manager will work closely with and support the Program Manager during the first year of implementation aiming to later take a leading role in the management of the project

ESSENTIAL JOB RESPONSIBILITIES
Program Management:
? Support the overall implementation of the GIRL H project strategy and activities, according to MC standard and guidelines.
? Support and engagement in the communication and coordination with the multi-country coordination (Program Management Unit) in Nairobi, Kenya, in English.
? Support the effective implementation of programs, in accordance with approved planning, budgets, regulations, and policies and using effective M&E systems to reach desired impacts.
? Support the coordination, supervision and management of GIRL H staff, including distribution of responsibilities and tasks, follow-up and reporting of activities.
? Conduct frequent field visits to all project sites for monitoring, quality control and program staff mentoring and coaching.
? Work closely with support departments for the coordination and implementation of project activities.
? Prepare and monitor budgets for project activities.
? Participate with the M&E team in the collection, analysis, and reporting of data regarding activities related to this position
? Represent and coordinate the representation of the project amongst local communities, according to the established plan and within authority.
? Carry out any other task entrusted by the Program Manager GIRL-H.
Economic Development and Private Sector Engagement:
? Analyze the economic context in Haiti to identify economic opportunities for youth, women and girls.
? Capture lessons learned from interventions in the area of economic development, private sector engagement and entrepreneurship in Haiti to improve Mercy Corps Haiti programming.
? Develop Economic Development, Entrepreneurship and Private Sector Engagement technical products and training materials adapted to the Haitian context and for multiple audiences (adolescents, youth, parents, community members and leaders, etc.).
? Integrate a gender equality and youth crosscutting component to all the Develop Economic Development, Entrepreneurship and Private Sector Engagement technical and knowledge products.
? Participate in the design and implementation of program studies and rapid needs analysis.
? Work closely with partners on economic development and private sector engagement, in terms of the design of activities, tools, and capacity building.

GIRL-H staff: Project Officers, EcoDev Officers, MEL Officers, Facilitator and Mentors, within authority

Qualifications Requises
KNOWLEDGE AND EXPERIENCE:
? University degree in one of the following fields: Economics, Business Development, Sustainable Development, or related field.
? A minimum of three years of professional experience in project management, including design, implementation, follow-up, monitoring and evaluation.
? Experience working in Economic Development, Entrepreneurship and Private Sector Engagement projects is mandatory.
? Experience in Gender and Youth mainstreaming projects is mandatory.
? Experience in the development of knowledge, technical products and training materials is necessary.
? Experience managing teams is necessary.
? Ability to facilitate discussions and contribute to reflections with the various international and local stakeholders, government and citizens
? Experience preparing and delivering training is desirable.
? Experience working and engaging with local communities is desirable.
? Ability and willingness to travel far from home and stay in the field for medium-term assignments.
? Ability to deal with work-related stress and remain diplomatic
? Fluency in English and French is mandatory. Good communicator in Creole.
? Excellent knowledge of Google Suite and Office 365 is an advantage.
