Introduction

USAID Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) is a 5-year activity implemented by DAI. HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and the Journey to Self-Reliance (J2SR). HRASA’s overarching goal is to increase individual, household, and community resilience through strengthened, well-functioning, and inclusive market systems. While Objective 1 activities will focus on improving the efficiency/ effectiveness of existing market system actors, Objective 2 will stimulate and expand PSE and investment in agricultural market systems. Objective 3 will target subsistence farming households, strengthening their capacities to participate in market system opportunities emerging from activities under Objectives 1 and 2. All activities will take place in the communes in the two defined Resilience Focus Zones (RFZs) highlighted in the Activity scope of work. However, the focus of these activities will vary, depending on the circumstances and selected commodities prevalent in each region.


Fonctions

The Human Resources (HR) Manager will work with the Director of Finance and Operations (DFO) to ensure that HRASA follows USAID and DAI policies and Haiti labor laws, coordinate project recruitment efforts, maintain personnel files, resolve HR issues, and communicate with long-term project staff members on HR policies.

Objectives and Duties:

Recruitment
• Lead recruitment efforts based on the project’s HR needs. Coordinate with the home office with recruitment for key positions, as needed.
• Work with supervisors to develop job descriptions, scopes of work/terms of reference, and job qualifications.
• Advertise open positions on local job boards and news sources.
• Maintain the database of recruitment files in compliance with DAI policies.
• Review job applications to ensure that all requested documents have been provided.
• Coordinate meetings for screening/shortlisting candidates based on qualifications.
• Schedule interviews with shortlisted candidates and interview panel participants; administer tests (as required).
• Work with DFO to determine the terms of employment (type of contract, salary and benefits) and negotiate the final agreement with the successful candidates.
• Send successful candidates job offers.
• Prepare Employment Agreements.

Human Resources Management
• Lead onboarding process (collect all necessary HR forms and prepare staff orientation in collaboration with supervisor).
• Prepare the new employee file with all the necessary documentation in accordance with DAI policy and ensure all documentation is stored appropriately in TAMIS and in P Drive.
• Ensure employees are using TAMIS to request leave and work with the accounting team to track leave.
• Coordinate and provide support in the performance evaluation process after consultation with the supervisor.
• Maintain and coordinate enrollment in health insurance, as well as other benefits for project employees.
• Ensure that accounting has all necessary information for employee payroll and that timesheets are being completed correctly.
• Provide and coordinate trainings to staff to abide with the DAI employee policies and ethics.
• Manage all steps and paperwork involved in the exit process for departing staff.


Qualifications Requises

• University degree in business administration, human resources, communications, or another related field is required;
• Minimum five years of relevant work experience on donor-funded international development programs with prior USAID experience desired, but not mandatory;
• Demonstrated experience managing HR activities such as recruitment, hiring, performance evaluations, employee benefits, market rate analyses, ethics enforcement, etc.
• Comprehensive understanding of Haiti employment laws;
• Good computing capabilities with working knowledge of MS Word and Excel;
• Outstanding interpersonal skills and the ability to work effectively with diverse teams;
• Fluency in French and Haitian Creole is required, proficiency in English strongly preferred;
• Experience working in Cap-Haitien, Haiti desired.
• Prior experience working with DAI and knowledge of DAI systems and processes strongly preferred.


Conditions de travail

Reporting:
The HR Manager will report directly to the DFO.

Supervisory Responsibilities:
The HR Manager will supervise any short-term consultants performing HR and/or recruitment tasks.
