Introduction
USAID Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) is a 5-year activity implemented by DAI. HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and the Journey to Self-Reliance (J2SR). HRASA’s overarching goal is to increase individual, household, and community resilience through strengthened, well-functioning, and inclusive market systems. While Objective 1 activities will focus on improving the efficiency/ effectiveness of existing market system actors, Objective 2 will stimulate and expand PSE and investment in agricultural market systems. Objective 3 will target subsistence farming households, strengthening their capacities to participate in market system opportunities emerging from activities under Objectives 1 and 2. All activities will take place in the communes in the two defined Resilience Focus Zones (RFZs) highlighted in the Activity scope of work. However, the focus of these activities will vary, depending on the circumstances and selected commodities prevalent in each region.
Fonctions
The Grants Manager/ Specialist will assume the overall responsibility for the management of the program grants portfolio in compliance with USAID and DAI rules and directives.
Objectives and Duties:
• Oversee and manage the full award cycle for grants and subcontracts, including solicitation, review, execution, implementation management, monitoring, communication with recipients, and closeout.
• Ensure full compliance with DAI and USAID policies, best practices, and procedures relating to subcontracts and grant development, awards, implementation, monitoring and evaluation, and grant and contract close-out.
• Manage provision of technical assistance package of business advisory services, project management, and communications strategy, as well as pairing of technical advisors and private sector subcontract recipients and grantees to support capacity building and provide mentorship and training.
• Validate long-term sustainability of proposals and funded activities.
• Collaborate with Director of Finance and Operations (DFO), Deputy Chief of Party (DCOP), and technical Objective Leads to optimize expansion of partnerships.
• Direct the development of procurement documents such as RFQ/RFAs, grant agreements, and subcontracts, as well as the evaluation and selection process.
• Oversee proper maintenance of documentation and reporting in accordance with USAID and DAI guidelines.
• Prepare regular reports on grantee and subcontractor performance; identifies issues and risks related to activity fund implementation.
• Conduct pre-award audits of possible grantee and subcontract organizations, in addition to periodic audits during implementation and at close-out.
• Ensure that all grantee/activity monitoring reports and data are correctly entered into the project’s Activity Database (i.e. TAMIS) on a regular basis.
• Contribute data required on a recurrent basis to assist in the preparation of reports, analysis, and presentations on grantee/activity performance.
• Apply data and lessons learned from monitoring and evaluation to integrate learning into Fund practices and in order to replicate innovative initiatives.
Qualifications Requises
• University degree in finance, business administration, public administration, economics, or another related field required;
• Minimum 7 years of experience on international donor funded programs with preference to USAID programs;
• Excellent record of successfully establishing and managing grants for large and complex USAID-funded programs;
• Ability to work and quickly adapt in a complex and volatile environment;
• Strong training, communications, and personnel management skills;
• Fluent in French required with additional fluency in Haitian Creole desired, but not mandatory.
• Good communication and report writing skills in English required;
• Good computing capabilities with working knowledge of MS Word and Excel;
• Experience working with, and building the capacities of, local communities, NGOs, private sector, and/or international organizations; and
• Deep familiarity with Haiti, and willingness to live in Cap-Haitian and travel throughout the targeted areas of influence.
• Prior experience working with DAI and knowledge of DAI systems and processes strongly preferred.
Conditions de travail
Reporting:
The Grants Manager will report to the DFO. S/he will collaborate closely with the DCOP and Objective Leads, and other Home Office grants and partnerships staff.
Supervisory Responsibilities
The Grants Manager will supervise the Deputy Grants Manager and the Grants Specialists, and any short-term technical consultants performing grants, partnerships, and/or procurement tasks. S/he will provide oversight and capacity building support to select subgrantees.
