USAID Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) is a 5-year activity implemented by DAI. HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and the Journey to Self-Reliance (J2SR). HRASA’s overarching goal is to increase individual, household, and community resilience through strengthened, well-functioning, and inclusive market systems. While Objective 1 activities will focus on improving the efficiency/ effectiveness of existing market system actors, Objective 2 will stimulate and expand PSE and investment in agricultural market systems. Objective 3 will target subsistence farming households, strengthening their capacities to participate in market system opportunities emerging from activities under Objectives 1 and 2. All activities will take place in the communes in the two defined Resilience Focus Zones (RFZs) highlighted in the Activity scope of work. However, the focus of these activities will vary, depending on the circumstances and selected commodities prevalent in each region.
Fonctions
The Gender and Social Inclusion (GESI) Lead will collaborate with the COP, DCOP, and Objective Leads to ensure that women, youth, and other vulnerable and marginalized populations are mainstreamed into all HRASA Activities.
Objectives and Duties:
Specifically, the GESI Manager will be responsible for the below tasks:
• Serve as the lead liaison and build the capacities of women- and youth-led organizations (producer groups, SMEs, community savings groups, NGOs, etc), and advocate for social inclusion in other non-women-led organizations;
• Lead the Gender equality, youth, and social inclusion (GEYSI) assessment - collect granular information on women’s and youth’s participation in lucrative, export-oriented VCs, engagement in and uptake of cross-market services, and their resilience capacities across the RFZs and prioritize measures to address disparities faced by women, youth, and other marginalized populations. This information will form the foundation for intervention design, indoctrinated in HRASA’s Gender and Youth Action Plan.
• Work with the GESI STTA and other team members to produce the GESI strategy;
• Design, organize, and lead focus-group sessions with a cross-section of community stakeholders such as civil society organizations, private sector, and local government to allow community members to self-assess and rank their own capacities regarding GESI issues;
• Map and identify women- and youth-led organizations and female and youth leaders, and serve as a key advisor to the COP, DCOP and Objective Leads when working with these groups and/or individuals;
• Collaborate with the Monitoring, Evaluation and Learning (MEL) Director to coordinate the initial gathering and analyzing of GESI data, and conduct programmed surveys and assessments among targeted women, youth, and other marginalized groups;
• Work with the DCOP and Objective Leads to help develop activities to improve household nutrition and food diversity;
Qualifications Requises
• University degree in Social Science or related field.
• Minimum 7 years of experience implementing GESI related activities on international donor-funded programs with preference to USAID programs.
• Experience designing appropriate interventions to meet project goals in assisting women, youth, and other marginalized groups.
• Demonstrated experience integrating gender and youth components into market systems and/or agriculture programs.
• Demonstrated experience working with and building the capacities of Haitian enterprises, civil society organizations, and local governments.
• Strong skills in reporting, monitoring, and evaluation.
• Demonstrated experience managing a team of specialized experts.
• Fluency in French and Haitian Creole required with additional skills in English desired, but not mandatory.
• Deep familiarity with Haiti, and willingness to live in Cap-Haitian and travel throughout the targeted areas of influence.
Conditions de travail
Reporting:
The GESI Manager will report to the DCOP. S/he will collaborate closely with the DCOP and Objective Leads, ensuring that cross-cutting gender and youth activities are integrating in HRASA activities.
Supervisory Responsibilities
The GESI Manager will supervise the Youth Inclusion Specialist, and any short-term technical consultants performing gender and youth development work. S/he will provide oversight and capacity building support to select enterprises, organizations, and subgrantees.
