Project Description:
USAID Feed the Future Haiti Resilience and Agriculture Sector Advancement (HRASA) is a 5-year activity implemented by DAI. HRASA will build on USAID’s decades of investment in the Haitian agricultural sector and catalyze the resourcefulness and innovation of Haitian market system actors to transform agricultural market systems so that they are more competitive, inclusive, and resilient—ultimately advancing Haiti’s food security, sustainable economic development, and the Journey to Self-Reliance (J2SR). HRASA’s overarching goal is to increase individual, household, and community resilience through strengthened, well-functioning, and inclusive market systems. While Objective 1 activities will focus on improving the efficiency/ effectiveness of existing market system actors, Objective 2 will stimulate and expand PSE and investment in agricultural market systems. Objective 3 will target subsistence farming households, strengthening their capacities to participate in market system opportunities emerging from activities under Objectives 1 and 2. All activities will take place in the communes in the two defined Resilience Focus Zones (RFZs) highlighted in the Activity scope of work. However, the focus of these activities will vary, depending on the circumstances and selected commodities prevalent in each region.
Role’s Purpose
The EC/MEL Specialist will serve a dual role. Firstly, s/he will have general responsibility in creating and implementing the Environmental Mitigation and Monitoring Plan (EMMP). S/he will ensure the incorporation of environmentally sustainable and climate change sensitive components in all program activities, ensuring compliance to USAID’s environmental regulations. Secondly, s/he will assist the project’s MEL Director in designing a monitoring and reporting system including development of program indicators to help inform USAID, the Chief of Party (COP), and technical objective leads of project status and progress toward achievement of key results.

Objectives and Duties
The EC/MEL Specialist will perform the following EC duties:
• In collaboration with HO staff, consultants and HRASA management, conduct a climate risk assessment that evaluates near-term impact from climatic events, as well as longer-term climate projections and how these will affect interventions and target beneficiaries. The assessment will also outline climate resilience and climate-sensitive market system interventions (such as prioritizing commodities that are more resilient to climate projections, promoting climate- smart agricultural best practices, and improving climate and weather information services);
• In compliance with 22CFR216, create HRASA’s Environmental Mitigation and Monitoring Plan (EMMP) to document how HRASA will implement and verify applicable USAID Initial Environmental Examination considerations and will include considerations from the climate risk assessment
• Prior to implementing any activity, work with the technical staff to review the potential adverse impact and determine environmental risk. For activities deemed high risk, work with the HRASA management to implement an extensive environmental review, if deemed necessary.
• Ensure timely submittal of required environmental documentation related to the project implementation process;
• Screen all pending activities to ensure that they are covered by the EMMP and do not require separate environmental assessment;
• Working with project staff, define specific mitigation measures for activities determined to have moderate risk;
• Contribute to ensuring timely implementation of corrective actions in case of errors or failure for subcontractors to apply adequate mitigation measures and perform according to expectations;
• Conduct Environmental Due Diligence of potential Implementing Partners (IPs) to define required training and technical assistance;
• Assist with environmental aspects of baseline surveys;
• Assist with the technical aspects of the procurement process for consulting services related to environment or procurement of inputs or services that require environmental conditions;
• Assist project technical staff to define Good Agricultural Practices and mitigation measures and to develop training materials for farmers and enterprises;
• Assists project administrative staff to make sure that subprojects have complete environmental terms of each IP agreement, subcontract and grant; that the subproject is screened for environmental risk; that Environmental Due Diligence has been performed prior to obligating funds for the activity, that each subproject has been cleared for environmental compliance, and that environmental compliance documents are in order;
• Summarize implementation of environmental compliance for project reports to USAID prepare drafts of the environmental section of Annual and Quarterly Reports and other HRASA publications;
• Contribute to the Quarterly Progress Report, to report on progress in implementing the environmental compliance strategies.
• Design surveys and other activities to monitor project environmental impact and report on compliance with USAID environmental policy;
The EC/MEL Specialist with perform the following MEL duties:
• Assist HRASA activity’s MEL Director to improve coordination and learning.
• Provide facilitative support to all M&E functions carried out by the technical implementation team.
• Under the guidance of the MEL Director, help to ensure data collection, management and reporting of HRASA activities in alignment with broader project MEL plan.
• Design and advise on data collection, reporting methodologies, and survey instruments used by HRASA partners to address any systemic flaws and support the development of systems that produce consistent, cost-effective, reliable, and timely data and reports.
• Help identify, analyze, and synthesize lessons learned from HRASA activity implementation and facilitate the incorporation of those lessons into broader HRASA activity MEL efforts.
• As needed, assist in training project staff and implementing partners.
The EC/MEL Specialist will contribute to quality control, M&E, and data collection and analysis tasks as follows:
Reporting
The EC/MEL Specialist will report to the MEL Director. S/he will collaborate closely with the Deputy COP, Objective Leads, and other Home Office MEL staff engaged on the project.
Qualifications Requises
• At minimum, a university degree in an environmental or social sciences subject area. Master’s degree strongly preferred.
• Minimum of five years of experience providing environmental technical support to donor-funded projects;
• Demonstrated experience providing MEL support to donor-funded projects;
• Demonstrated experience producing documentation and ensuring compliance to USAID environmental regulations
• Experience in developing and implementing M&E systems, methodologies, tools and approaches;
• Experience working with programs focused on the core concepts of market systems, private sector engagement, agriculture, and resilience;
• Demonstrated experience in collecting gender equity and women’s empowerment-related data along with experience integrating gender-responsive methodology, tools, and data analysis techniques into project implementation;
• Fluency in French required, competency in Haitian Creole desired;
• Good communication and report writing skills in English required;
• Deep familiarity with Haiti, and willingness to live in Cap-Haitian and travel throughout the targeted areas of influence.
