Introduction

The USAID Reforestation Project is a 5-year, $39 million environment and food security activity designed to address environmental degradation and loss of tree cover in Haiti, by reducing the threat of deforestation and increasing tree cover in and around targeted areas. The project’s goal will be achieved through the following four objectives:
• Reduce the threat of deforestation;
• Improve resilience to economic and natural shocks;
• Increase tree cover in targeted areas; and
• Improve environmental governance and coordination.


Fonctions

The Grants Coordinator will be responsible for the following:

• Assist the Grants Manager in implementing the grants program by ensuring that procedures follow the Grants Manual and comply with USAID and Chemonics regulations and policies;
• Assist the Grants Manager in reviewing all sub-grant applications, deliverables (in collaboration with the technical specialists), and financial reports for quality, contractual consistency, accuracy, and compliance with USAID and Chemonics regulations and policies;
• Ensure adequate planning and preparation for all sub-grant implementation requirements including pre-award risk assessment;
• Review sub-grants to ensure all lines are eligible, allocable, allowable, reasonable, and consistent prior to submission to Grants Manager;
• Assist Grants Manager with negotiation of terms and conditions for sub-grants, local subcontracts, and amendments;
• Work with the Grants Manager to ensure that proper preparation and execution of APS and RFAs, documents, and disbursements under the project are in line with USAID and Chemonics procedures;
• Elaborate Grant packages for submission to Grant Manager for review prior to submission to Program Management Unit (PMU) and Home Office (HO) compliance approval;
• Develop Grant documentation to ensure conformity with USAID rules and regulations prior to submission to Grants Manager for review
• Work with grantees to ensure they are provided with suitable technical advice and assistance to properly utilize grant funds, build successful partnerships, and ensure successful adherence to reporting requirements;
• Ensure close collaboration with the technical team during the development and implementation phase of activities;
• Implement grantees pre-award assessment, mid-term evaluation and annual evaluation reviews;
• Ensures that all sub-grant related activities are in compliance with corporate grants policies and all federal acquisition regulations, including FAR, 2CFR200, and ADS;
• Perform other duties as required.


Qualifications Requises

Education and Experience

• Diploma required, bachelor’s degree preferred.
• Minimum 3-5 years of experience within the design, administration, management and monitoring of grants required;
• Prior experience with large-scale USAID grant management contracts and familiarity with USAID grant management, policies, and procedures;
• Experience in Haiti strongly preferred;
• Spoken and written fluency in English, French, and Haitian Creole.

Specialized Knowledge/Skills

• Excellent verbal and written communication skills;
• Professional level oral and written skills in English and French;
• Necessary computer, software, interpersonal, and analytical skills to ensure grants and financial requirements for a large scale project;
• Sound management, contracting, budgeting, and administrative skills;
• Strong ability to prioritize tasks, focus on details, and work independently or on a team.
• Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, and relevant NGOs and government agencies;
• Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.


Conditions de travail

The Grants Coordinator will report to the Grants Manager.
