Introduction
CFET (Centre de Formation et d'Encadrement Technique) CFET S.A. is a private company specializing in human resources management and capacity development. Established in Haiti since October 1988, its mission is to improve the performance of the Haitian workforce and create the local skills necessary for a full Haitian appropriation of their own development options.
CFET is seeking an IT and Data Manager for an anticipated Health project. This project will work to assist the Ministry of Health in implementing its Health Human Resources Strategy and improving overall public health governance.
Fonctions
The IT and Data Manager works under the direct supervision of the Chief of Project (COP) and in strong collaboration with the Monitoring, Evaluation and Learning (MEL) manager and other project team and :
• Develops and designs methods and procedures for collecting, organizing, interpreting, and classifying information for input into computer and retrieval from computer, utilizing knowledge of symbolic language, optical or pattern recognition, database construction, and retrieval methods.
• Develops specifications for data capture and input; monitors input to ensure consistency, quality, and integrity of data.
• Develops alternate designs to resolve problems in input, storage, or retrieval of information, utilizing knowledge of electronic data processing principles, mathematics, and computer capabilities.
• Creates dashboards: synthesize data from different sources and produce dashboards to show broad trends & behavior.
• Consults with and advises technical staff on the use and interpretation of data; collaborates as appropriate with clientele in the structuring and development of data requirements.
• Devising and implementing efficient and secure procedures for data management and analysis with attention to all technical aspects.
• Performs needs assessment activities and works with other information systems personnel to determine feasibility of development of new databases and/or enhancements or modifications to existing data.
• Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.)
• Ensures digital databases and archives are protected from security breaches and data losses.
• Manages reporting tasks: collect and organize data from a myriad of different sources, manage and create reporting templates.
• Programs, debugs, and runs a variety of scheduled and ad hoc listings, summaries, statistics, labels, and other electronic and/or presentation reports.
• Provides technical assistance and training to department personnel in the use of personal computers, standard software packages, and on-line information systems.
• Provides project support: work directly with managers to share findings and trends, escalate issues, and offer general program support; assisting teams in other departments with data or reporting related questions
• Makes recommendations for on-line program enhancements; assists in testing and implementation of modifications
• Supervises or oversees the work of programming and/or data entry staff and/or technical team.
• May set up and maintain staff security access codes; may manage project client server infrastructure.
• Ensure digital databases and archives are protected from security breaches and data losses
• Ensure a continuous and up-to-date flow of information between the project and CFET Home Office.
• Performs miscellaneous job-related duties as assigned.
Qualifications Requises
• Bachelor’s degree in a relevant subject, Sc/BA in computer science or relevant field
• 2-5 years in data or and/or trend analysis.
• Advanced level experience in MS Excel and MS Office Suite
• Experiences of data administration and management functions (collection, analysis, distribution etc.)
• Familiarity with modern database and information system technologies
• An analytical mindset with problem-solving skills
• Excellent communicator: able to interact and communicate cross-functionally, internal team, stakeholders, donors & partners.
• Strong organizational skills; meticulous, thorough, and detail-oriented.
• Donor reporting experience; preferably with USAID
