Introduction
A key member of USAID/Haiti’s Office of Economic Growth and Agricultural Development (EGAD), the Agriculture and Livestock Specialist serves as the Mission’s primary advisor for livestock and manages USAID/Haiti livestock activities for the office. S/he collaborates closely with all technical teams in EGAD and in other USAID/Haiti offices that contribute to enhancing resilience and food and economic security.
Fonctions
The primary function of the Agriculture and Livestock position is to serve as technical advisor in the design, implementation, and monitoring of agriculture and livestock activities. S/he will provide technical advice in the design and management of interrelated activities including livestock and agriculture, agricultural policy and support services, markets, trade, technology development and transfer, agribusiness, agriculture, and livestock support services and food security. The incumbent will undertake the following major duties and responsibilities. Leads management and administrative oversight for agricultural and/or livestock activities including preparing financial and program planning documents, pipeline analyses and annual budget submissions and day to day implementation responsibilities for programs.
Advises in the full range of design, procurement, implementation, activity management and monitoring actions of assigned awards in EGAD’s agricultural, livestock development, and resilience portfolio .Provides regular updates to the EGAD Office Director and other team members on activity progress and periodic updates to the Mission and Embassy leadership. Monitors all aspects of budget and program implementation to ensure they are in accordance with activity work plans and approved budgets related to agriculture and livestock programming.
Serves as AOR/COR to ensure programs and activities are implemented as per their awards. Provides or arranges for advice to partner organizations for developing, implementing, monitoring, and evaluating strategies and activities to improve results in agricultural and animal production and health technologies and practices. Engages with implementing partner Chiefs of Party and technical staff on effective targeting, technical programming, reporting, data quality, and linkages between agriculture, nutrition, and climate change. Provides advice on sector analysis and performance, design of activities to achieve development results, and keep abreast of the Government of Haiti’s (GOH) policy in the sector.
Provides technical leadership on the design, implementation, and evaluation of agriculture and livestock activities .Advises in identifying and resolving complex technical, market development, and policy issues dealing with agricultural and livestock development .Supports developing the agriculture and resilience strategy and generates programming documents to address agricultural development, nutrition, food security, and livestock in Haiti.
Liaises with all of the appropriate bureaus, agencies, and points of contact in country and USAID/Washington to achieve USAID/Haiti’s agricultural development, food security, and resilience goals. Generates reports for key USAID/Washington reporting documents for both internal and external use and other required and ad hoc reporting on agriculture, livestock and resilience activities, including Feed the Future/.
Represents EGAD in agriculture and livestock-related meetings, including the “Table Sectorielle,” technical working groups, donor meetings, district coordination meetings, and meetings sponsored by other key stakeholders including the private sector and producer organizations. Independently establishes and maintains an extensive range of contacts with senior-level Ministerial officials and private sector representatives
Serves as a point of contact for the Ministry of Agriculture and other relevant host government agencies to explain and defend USAID project/program policies and objectives on livestock-, agriculture-, and resilience-related issues. Ensures coordination with mid- to high-level USAID staff of other sectors in the Mission on agriculture and livestock coordination and reporting.
Qualifications Requises
Education: A University Degree in a relevant technical field, such as agriculture, livestock sciences/husbandry, or agricultural engineering is required.

Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.
Experience: A minimum of five years of progressively responsible experience in livestock production, animal husbandry, marketing, and trade, in the context of international development, is required. Experience in the analysis and interpretation of data and the presentation of findings in written and oral form is required. The job holder must have experience working with a wide range of individuals and organizations (e.g., government, formal and informal private sector groups, etc.) in identifying and resolving complex technical, market development, and policy issues dealing with agricultural and livestock development.
Experience maintaining contacts, advising, and collaborating with high-ranking officials such as GOH agency heads, donors, Congressional representatives, private sector organizations and civil society organizations on agriculture and livestock for development programs is required. Experience presenting developments and trends from the sector, findings from studies and recommendations to senior leadership and managers is also required. Experience managing and/or working successfully with teams is a must.
Job Knowledge: A thorough knowledge and understanding of the Haitian agriculture and livestock sectors and relevant government and non-government entities is essential. S/he must have comprehensive knowledge of the following: 1) the country's economic, political, social, and cultural characteristics; 2) its agro-ecological and livelihood zones; and 3) its major challenges, resources, and development prospects/priorities. A thorough understanding of Haitian agricultural practices, market conditions, and government policies is required, particularly related to livestock. Knowledge of agriculture, food industry and trade practices and their political, economic, technical, and social implications as applied to agriculture are required. Familiarity with Haitian government offices and trade associations concerned with agricultural imports is required.
Skills: Technical skills in researching, interpreting, planning, and adapting real world agricultural programming and identifying livestock opportunities and constraints to enhance livestock production and agribusiness development in Haiti is a must. The incumbent must have the ability to obtain, analyze, and evaluate a variety of data and information; and to organize and present it in concise written and oral form in both English and French, to a wide variety of audiences. The ability to independently plan, develop, manage, monitor, and report on important and complex projects and activities related to agriculture and livestock is required.
S/he must have demonstrated ability to work collaboratively and effectively with a range of USAID professional counterparts at all levels, including at technical and very senior levels and working effectively in teams. The incumbent must use solid judgement and competence in dealing with counterparts from host country officials and non-governmental organizations in Haiti, other U.S. government agencies, private sector and donors. S/he must demonstrate cross-cultural sensitivity, tact and poise in interacting with high-level officials from a range of cultural backgrounds, including senior political and private sector representatives..
The incumbent must be able to conduct analyses and trends on agriculture and livestock trends. S/he must have outstanding coordination skills, outstanding interpersonal and communication skills, the ability to handle multiple activities concurrently, work under pressure, and meet tight deadlines. Knowledge of MS Word, Excel, and Access databases, and familiarity with research practices are all required.
Language: Fluent Proficiency (Level IV) written and spoken English and French, and spoken Haitian Creole are required.
Post Entry Training: USAID-specific training in program and project management including contract and grant administration and management is required. Basic orientation followed by USAID COR/AOR certification training, training in the USAID program cycle, GLAAS, and financial management. Technical training will be periodically required. In addition, training related to USAID policies will be provided.
