Introduction
The project Management Specialist Diaspora Engagement position leads USAID/Haiti's diaspora partnerships initiatives and activities by exploring implementing and advocating for opportunities to engages the Haitian diaspora along with the public and private sectors.
Fonctions
The Resilience and New Partners Engagement (RNPE) Unit will identify and promote people-centered approaches that will facilitate the inclusion and participation of marginalized groups in helping shape Haiti’s development agenda and facilitate the building of trust to strengthen the capacity and commitment of Haiti to advance on its journey to self-reliance.
The RNPE Unit, via its New Partnerships Initiatives (NPI) Engagement team, will set the criteria and strategy for engaging in new partnerships and will serve as the coordinating hub between the Mission's technical and support teams, and be responsible for collaboration with a wide range of Civil Society Organizations (CSOs), including faith-based organizations and the diaspora, as well as align with the Mission’s private sector engagement strategy.
The Project Management Specialist Diaspora Engagement position leads USAID/Haiti’s diaspora partnership initiatives and activities by exploring, implementing, and advocating for opportunities to engage the Haitian diaspora, along with the public and private sectors, in creating new opportunities for and expanding existing USAID/diaspora partnerships. S/he provides technical expertise on diaspora partnerships, such as the development of strategies for outreach to the Haitian diaspora. S/he will provide technical leadership and management of the strategic design and implementation of USAID’s diaspora programs, with an emphasis on new and underutilized partners. S/he is a representative in policy, strategic and technical engagements with the interagency, host country government, international and bilateral organizations, and donor agencies to address technical issues and coordinate efforts.
The job holder will be a specialist in local economic development practices and principles, with broad experience working with CSOs -- including philanthropic individuals and organizations, large corporations, micro, small and medium- enterprises (MSMEs), think tanks, foundations, associations, humanitarian response organizations, independent media, academic institutions, professional organizations, and other non-traditional diaspora groups -- in order to build more resilient communities and strengthen their capacity to promote transparent, accountable, and participatory governance and representation, effective service delivery, and democratic reform in Haiti.
The Specialist is a key member of the RNPE Unit. The Job Holder will be required to perform work related travel on an occasional basis. Collaboratively develop and implement a comprehensive strategic plan to grow and deepen USAID’s relationship with new or underutilized diaspora partner organizations and identify areas for additional collaboration. Identify, assess, and recommend potential diaspora partners and partnership opportunities. Monitor the development and implementation of Agency policies and actions related to resilience and diaspora partnership issues. Serve as the technical leader for the USAID diaspora portfolio and provide strategic direction in the design, implementation, monitoring and evaluation of diaspora programs and interventions.
Provide expert-level guidance to the Mission and the Ministry of Planning and External Cooperation, Ministry of Social Affairs, and Ministry of Haitians Living Abroad, including senior level officials, serving as key advisor for all strategic and policy issues related to resilience and diaspora programming. Work closely with other units within and across the Mission to optimize opportunities for cross-sectoral integration and leveraging of resources across the different program components.in support of the Mission’s engagement on resilience and diaspora programming. Identify diaspora financial resources and investments and how they can be leveraged to address USAID goals and objectives. This can include co-funding or resource leveraging with commercial banks, venture capital/angel investment/startup funds to increase access to finance for start-ups and MSMEs, and identification of ways to improve financial intermediation.
Through literature review and other technical media research and regular communication with local and international stakeholders, keep abreast of emerging developments in the national and global landscape and advise accordingly on how these policies, strategies and technical guidelines can most effectively be incorporated to enable the Mission to maintain the fidelity and relevance of its diaspora and resilience programs. Identify opportunities for integrating evidence-based approaches, providing technical assessment and recommended strategies to pilot innovative interventions. Provide expert oversight and guidance to USAID implementing partners on newly emerging and highly efficacious approaches to diaspora and resilience program implementation.
Qualifications Requises
Education: Completion of a Bachelor’s degree related to business management, international relations, economics, trade or finance, international development, or a related field is required.

Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.
Experience: A minimum of seven (7) years of progressively responsible experience on issues related to investment, economic and private sector development, which include a focus on entrepreneurship, social enterprise, impact investing, or diaspora investment. Job holder must have demonstrated experience with early stage enterprises, non-governmental organizations, universities or donor organizations that support private investmentand financing. Prior experience with collaborating with business executives and government officials in developing countries is required.
Job Knowledge: Specialist-level knowledge and understanding of the Haitian diaspora and diaspora engagement as a means to promote employment, business development and long-term economic growth. Demonstrated competencies in working with diaspora communities and using innovative approaches to capture and catalyze diaspora investments to achieve development and humanitarian outcomes. Demonstrated advanced level knowledge of the overall civil society sector context and knowledge of resilience and its current priorities as well as the key aspects of US Government foreign assistance to the country.
Skills: The job holder must possess strong technical and analytical skills in developing models for forecasting and monitoring and evaluation. The job holder must possess strong skills in communication, networking, and leveraging resources. S/he must have strong conceptual and analytical skills to be able to quickly grasp and translate new concepts into operational plans and results. This position requires an outstanding ability to exercise flexibility to be able to accept and react to evolving planning and implementation contexts. The job holder must demonstrate excellent computer skills including skills with Microsoft Office, the Google platform of applications, web- based databases, and electronic filing. S/he exercises individual judgement in his/her roles. S/he takes initiative and offers leadership in reviewing the progress of programs and projects under his/her responsibility, including performance reports, pipeline management, program implementation reviews, as well as fulfilling other USAID and USG reporting requirements. S/he demonstrates timely decision-making ability and extensive judgment in planning and carrying out tasks, using diplomacy and tact
Language:: Level IV (fluent proficiency) in English and in French, both written and spoken, and Level IV spoken Haitian Creole is required.

Post Entry Training: On-the-job training will be provided relating to USG-specific procedures, regulations, and methods. Formal COR/AOR training is required for successful performance in the position and will be provided. Appropriate training courses will be offered, subject to course offerings and the availability of funds.
