Introduction

Samaritan's Purse is a nondenominational evangelical Christian organization providing spiritual and physical aid to hurting people around the world. Since 1970, Samaritan's Purse has helped meet needs of people who are victims of war, poverty, natural disasters, disease, and famine with the purpose of sharing God's love through His Son, Jesus Christ. The organization serves the Church worldwide to promote the Gospel of the Lord Jesus Christ. Samaritan’s Purse (SP) started work in Haiti after the earthquake in 2010 with cross-sectoral emergency response programs. SP Haiti has also responded to the cholera outbreak and Hurricane Matthew in the sectors of WASH, livelihood, agriculture, ministry, maternal child health and nutrition, GPP, and education.


Fonctions

The WASH engineer will be responsible for the Technical implementation of the WASH project in the district ensuring that water, sanitation, and hygiene project and safe water supplies are implemented effectively, professionally, and in accordance with the culture and practices of the local population.

• Coordinate and Facilitate WASH grants, ensuring that team plans are made and worked on, and thereafter seeking approval of necessary changes to the proposal.
• Provide direct leadership, management and supervision.
• Represent SP at relevant sectoral working group meetings, conferences, and events that relate to Health and Hygiene.
• Ensure project statistics are updated to enable activity reporting
• Produce complete and high quality Program/project reports
• Work with the Program Development officer and SP Haiti staff, as well as the SP International Technical Advisor, to identify the funding needs for WASH programs and develop a proposal and budget in alignment with defined strategies.
• Facilitate training of Program/project Staff in the areas of WASH Management.
• Conduct feasibility and needs assessment studies regarding WASH
• Ensure that SP Haiti meets Government requirements regarding policies and strategies in the area of WASH.
• Formulate and keep updating WASH Management strategies for the Country Office in collaboration with leadership and other stakeholders.
• Supervise, manage and monitor all project related operations and staff.
• Any other duties as designated by the area office Manager to support the smooth operations and functioning of the department.


Qualifications Requises

• Expertise in WASH programming.
• Track record in mobilizing resources and implementing WASH programs; knowledge of or experience in the Haiti South Department region will be an added advanted.
• Fluency in French required, proficiency in English a plus.
• Proven leadership skills to lead the team and good people management skills
• Competent in applying best practices in monitoring and evaluation.
• Demonstrated skills at report and proposal writing.
• Excellent verbal and written communication skills, with meticulous attention to detail.
• Creative and strategic thinker with strong capacity to execute.

• The person must have at least a university degree in Civil Engineering, Hydrology, Environmental Science, or closely related field.
• At least one year of development work experience in Haiti is required.
• Experience in implementing WASH related activities of not less than two years, preferably within a NGO.
