Organizational Overview
CMMB is a leading faith-based NGO focused exclusively on global health care for the world’s poor, by building healthy, sustainable communities through community engagement and partnerships. Now in its second century, CMMB is committed to integrating and focusing its programming around saving the lives of children and mothers by combatting the leading causes of mortality. Building on CHAMPS (CHildren And Mother PartnershipS) model, CMMB works at both the community and clinical levels in vulnerable communities to strengthen health services and address the leading causes of maternal and child death. CMMB has CHAMPS sites in Haiti, Kenya, Peru, South Sudan, and Zambia. CMMB also engages with the pharmaceutical industry to help meet the supply needs of health systems serving CHAMPS and other communities.
Department Summary
Using its own resources and private donations, CMMH Haiti completed construction of the Bishop Joe Sullivan Hospital (BJSH) in 2017. Since then, BJSH has gradually expanded the range of services it offers (most recently, a dentistry department) while adding additional infrastructure to establish BJSH as a multi-purpose complex serving the many health, and non-health, needs in the surrounding Cotes-de-Fer Department. As part this wider strategy CMMB has secured resources to construct a multi-purpose Community Center. Construction of the Community Center is a complex stand-alone undertaking which requires dedicated human and financial resources for successful completion.
Job Summary
The Project Manager (PM) is expected to manage and coordinate all day-to-day activities concerned with the construction, equipping and staffing of the BJSH Community Center in close collaboration with the Construction Manager, the CMMB Haiti Country Director, local and national Government officials, all contractors and other vendors, both local and international. S/he will ensure that all components of the project are completed to a high standard, on time and within budget. S/he will also be the initial point of contact for all project-related public diplomacy communications.

Operations
• Work closely with Country Director to set priorities, develop a staffing plan, design any needed trainings, and finalize the detailed budget.
• Lead the creation and evaluation of overall workplan for development of the Community Center.
• Prepare other documents as required by CMMB’s PMtoolkit.
• Oversee the project timeline to continually monitor project progress.
• Line Manage staff involved in Community Center construction, specifically the Construction Manager and her/his team.
• Coordinate with and keep the Country Director informed of project process.
• Oversee on-site work, evaluating the schedule in terms of actual field progress
• Compare work plans with project expenditure to anticipate, identify and address potential challenges and cost variations
• Attend and/or schedule project meetings and ensure minutes are documented so decisions taken, and tasks assigned are clear.
• Ensure completion of all ASHA reporting, financial, and other requirements up to, and including, close-out.
• Produce reports in line with the activity monitoring and evaluation plan (AMEP) requirements.
• Ensure completion and implementation of the public diplomacy and communications plan.
• Set up the operations of the Community Center (develop Job Descriptions, staffing organogram, oversight committees etc. initiate hiring process)
• Where possible, build the capacity of the team taking over management of the Community Center, concurrently with construction
• Cultivate potential donors for longer-term investments in the Community Center
• Liaise with existing donor, ASHA, as needed
• Prepare the Community Center for start-up of its operations/services.
• Ensure all equipment and furnishings procured and supplied are of an appropriate standard
• Develop operations and maintenance protocols for the Community Center with designated positions assigned specific roles
• Establish a governance structure for the Community Center
• Develop the framework for the Community Center’s longer-term public diplomacy and communications plan.
Finance
• Monitor and track all expenditure related to the Community Center construction in collaboration with the CMMB Haiti finance team
• Collect and file appropriate documentation of expenditures in accordance with CMMB’s financial policies.
Accountability
• Accountable for project delivery against the agreed workplan and timeline
• Document performance of directly supervised staff and contractors against agreed deliverables.
Qualifications Requises
• At least five years’ experience in Project Management (inc. construction site management)
• Master`s degree in a project management or engineering/construction-related discipline.
• Background in public health or health facility operations strongly preferred
• French fluency required, English and or Haitian Creole strongly preferred
• Demonstrated high-level communication, writing and presentation skills
• Demonstrated ability to collate, analyze, and present information from a wide variety of sources
• Experience with program and/or grant management.
• Demonstrated attention to detail and successful oversight of complex workplans.
• Ability to work under pressure, to handle multiple assignments, to prioritize workflow, to adapt to fluctuating workload and to meet deadlines.
• Ability to adapt to shifting deadlines and dynamic schedules.
• Experience leading teams towards completion of departmental targets.
• Demonstrated teamwork, interpersonal, diplomatic, cross-cultural and business process skills
• Ability to delegate multiple tasks and provide effective oversight and support to direct reports.
• General knowledge of accounting, finance, and cash flow
