Introduction

Background:
Lumos is an international children’s charity founded in 2005 by children’s author J.K. Rowling to end the harmful practice of institutionalisation of children. Lumos’ mission is to fight for every child’s right to a family by transforming care systems around the world. Our vision is for all children to grow up in safe and loving families.
Despite clear evidence of the harms of institutionalisation, an estimated 5.4 million children worldwide continue to live in institutions. Separated from their families and communities, these children are deprived of the love, attention and opportunities they need to thrive. We’ve made important progress in closing harmful institutions and reuniting children with their families. And where children are unable to live with their birth families, we promote alternative family-based care, such as kinship care and quality foster care. Thanks to our tireless efforts alongside many other champions of care reform, the harms of institutionalisation are now more widely understood. A global movement is underway and the UN, the EU and some large development agencies have joined individual countries in pledging to change how they care for vulnerable children. We are committed to ensuring that global policy commitments are translated into local action, leading to sustainable change for vulnerable children.
Over the past 15 years Lumos has worked directly in different countries around the world to demonstrate that it is possible to change systems of care and fulfil children’s rights. Building on our heritage and direct experience of systems reform, our new strategy focuses on sharing learning with others to reach more children and amplify the impacts of our work on children’s lives. Our new strategy has three priorities:

Building Global Expertise: We’ll use our knowledge and experience to support those responsible for reforming care systems in their own countries. This will include providing technical support, evidence and guidance to help design and run better care systems, as well as learning exchanges where they can share experiences and challenges.

Catalysing Change: we’ll use evidence to motivate and press governments to reform the way they care for children. This will involve leading targeted research and advocacy campaigns to identify and tackle the drivers of institutionalisation, promoting accountability by tracking and highlighting progress, and influencing international funding, programmes and policy.

Demonstrating & Innovating: Building on our heritage of successful programmes showing how care systems can be reformed, we’ll use what we’ve learnt in the past to support partners with their own reform efforts. Over the next two years, as we complete our current country demonstration work in Eastern Europe, we’ll identify programmes in new regions – building expertise and evidence of what good care reform looks like in new and challenging contexts, particularly for those children that typically get left behind.




Building Enduring Systems to end Trafficking (BEST)

BEST is a four-year programme designed to support a major acceleration of the Haitian government and civil society’s efforts to deliver transformative progress on the crime of human trafficking, with a focus on child trafficking.

In partnership with USAID, this nationwide project intends to meet the needs of victims of child trafficking, protect children at risk of trafficking, and work towards creating an environment in Haiti in which trafficking in persons is consigned to the past. It will lead to a notable reduction in the large number of children who have been placed in institutions and domestic servitude (restavek).

Momentum for change, including anti-trafficking legislation in 2014 and the creation of The National Committee for the Fight against Trafficking in Persons (NCTC), exists in Haiti. Political leadership has emerged that sees the urgency of these issues. This important progress now needs a deep institutional and societal response that aligns a wide variety of government and civil society institutions, mobilizes local, regional, national and international partners, and establishes mechanisms for tackling these issues along the entire spectrum from prevention to response.

The BEST programme aims to support the Haitian government to develop a robust and efficient multi-agency response, embedded in government agencies and the justice system, that coordinates national and local-level efforts, with support from an engaged civil society sector, private sector, and other interests.

Lumos partners with two key sub-recipients: the International Association of Women Judges (IAWJ) which already has been working in Haiti to build judicial capacity and increase awareness of the 2014 Counter Trafficking in Persons (C-TIP) law; and Catholic Relief Services (CRS), which is connected with a strong network of local NGOs, civil society organizations and faith-based organizations.

The programme aims to strengthen national response and capacity to tackling trafficking, while ensuring that the state-led response is effectively coordinated and embedded at the grassroots level. In addition to strengthening the national response, the programme focuses on three inter-connected strategic objectives:

1. Behaviour change communications to increase public awareness of the dangers, legal consequenc-es, and various forms of trafficking in human beings;
2. Develop and implement victim-centred services to provide protection and assistance to trafficked persons at the national and departmental levels;
3. Support the National Counter-Trafficking Committee (NCTC), IBESR, and other government, civil society and international partners to effectively coordinate and deliver C-TIP activities.


Fonctions

Job purpose:

The Deputy Chief of Party-Program (DCOP-Program) will be responsible for ensuring the delivery of high-quality program activities, carried out in accordance with national and international human rights standards and best practices.

The Deputy Chief of Party-Program will oversee the programs and M&E functions of the BEST Project (including managing staff), as well as provide technical assistance and oversight throughout the life of the project on counter-trafficking and deinstitutionalization. This role will be responsible for providing


technical support to the program partners and relevant stakeholders national and international stakeholders. The post-holder will also represent the BEST Project with key stakeholders and be the Acting COP when needed.

• Demonstrable technical expertise and skills in designing and running programs to counter trafficking and support the deinstitutionalization of children;
• Evidence of providing effective technical support to a diverse range of partner organizations – from large INGOs to grassroots organizations;
• Evidence of changing attitudes and behaviors of stakeholders who are resistant to change – at local, national and international levels;
• Demonstrable ability of collaborating with diverse stakeholders, such as local NGOs, govern-ment officials, donor representatives, faith-based organizations and local and international staff;
• Excellent interpersonal and communication skills, and ability to work effectively in different contexts;
• Ability to represent Lumos and the program credibly;
• Strong project management skills.
Knowledge
• Proven knowledge of the relationship between orphanages, volunteering, and trafficking
• A Master’s degree in a relevant discipline such as human rights or any other sub-fields in so-cial science;
• Proven ability to contribute to the design and/or implementation of, Democracy, Human Rights and Governance, monitoring and evaluation programs to include indicator measurement, data quality assessments (DQAs), evaluations, etc.
• Knowledge of USAID programs, objectives and reporting requirements is desirable.

o Experience:
• Substantial experience of working on Human Rights issues, in particular on human trafficking
• Fluency in French and English (S/3 and R/3) is required along with excellent written communica-tions skills. Familiarity with Haitian Creole is desirable
• Proven experience in international programmatic development and delivery
• Previous experience in senior position within anti-trafficking, and/or deinstitutionalization or-ganization.
• Experience of working with governments, international organizations, NGOs, faith-based or-ganizations, funders and/or other key stakeholders;
• Significant experience of work with children, families and communities with a complex range of needs;
• Significant experience supporting the needs of victims of trafficking;
• At least 5 years of experience related to human rights, deinstitutionalization in Haiti;
• Significant experience in managing technical programmatic teams;
• A proven track record of planning and managing training and technical advice programs;
• Proven experience of delivering and upholding child protection and safeguarding principles

Job objectives:

o Strategic Leadership and Planning
• Provide overall technical and strategic leadership to the BEST Project;
• Ensure BEST Project is delivered to a high standard, building on international best practice;
• Oversee and guide the work of program partners who are responsible for delivering BEST Project and operations;
• Ensure BEST Project adheres to international best practice and standards in human rights and safeguarding;
• Ensure the appropriate involvement and participation of children and young people in the programmatic and advocacy work of BEST Project;
• Lead and motivate program team and partner organizations to deliver on program objectives and build a shared culture of accountability;
• Work closely with other departments in Lumos – such as training and technical support, re-search, information, monitoring and evaluation, and advocacy and campaigns – to share learn-ing and build on expertise.
• Ensure clear processes in place for tracking and reporting on progress against deliverables, including supervising the MEL Coordinator;
• Influence key policymakers, funders and other stakeholders to shift major funding away from institutions and towards family and community-based services;
• Lead on internal and external program/project evaluations as necessary and ensure the execu-tion of baseline, periodic, and final evaluations as necessary in coordination with the Chief of Party;
• Support the Government of Haiti’s response to counter trafficking in persons and transforming childcare and protection services for children.
Program delivery and harmonization
• Lead programmatic planning for the delivery of activities across projects, seeking to ensure harmonization in approach where this achieves pragmatic efficiencies;
• Conduct internal planning and progress review meetings and ensure regular progress moni-toring is taking place at different levels;
• Ensure that program team is appropriately staffed, including the appropriate combination of expertise across technical and operational areas;
• Oversee knowledge sharing and ensure that monitoring and evaluation results are understood and used to improve program implementation;
• Conduct regular training and capacity building for program team and partner organization
Program Compliance
• Ensure that all program team projects progress in accordance with donors and Lumos compliance requirements, within time and on budget;


• Identify and effectively manage all key risks related to the program, in particular ensuring that anti-fraud and anti-corruption policies and procedures are followed to minimize risks in delivery of project outcomes;
• Support the reporting process and make sure that reports are submitted on timely manner to USAID, ensuring full review partners’ report.
Line Management
• To directly line manage the program team and some of the short-term technical consultants when required, and to provide technical program oversight to partners;
• Maintain a coherent communication structure for the program team in line with program needs and priorities;
• Ensure that the Program team engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building.
General
• Ensure that the plans or activities for any and all children consider first and foremost their best interest, safety and welfare;
• Comply with Lumos and USAID policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures;
• Any other activities commensurate with the level of the post of assigned by the Chief of Party.
