Introduction

The Institute for Health, Population and Development (ISPD) is a non-profit organization working mainly in the health sector in Haiti providing technical support to the Ministry of Health through the National AIDS Control Program (PNLS) and the Department of Family Health (DSF) to improve the quality of services provided to the Haitian population, including HIV care and maternal health services, as well as the prevention and management of childhood illnesses. ISPD is looking for a Key Population Advisor position. The incumbent will, under the leadership of the Project Coordinator, be responsible for providing technical assistance, advice and strategic direction to strengthen HIV Prevention, Care and Treatment Programs while assisting with the development of comprehensive strategies to improve access to prevention services, linkage to treatment for identified HIV infected individuals in line with 95-95-95 goals. Provide technical support to the Ministry of Health for the revision and/or development of HIV Prevention, Clinical Management Guidelines, reference materials and tools for ensuring availability of high-quality standard of care at PEPFAR/USAID supported sites offering services to Key Populations.


Fonctions

Project coordination and management
• Provide technical support to the National AIDS Control Program for the revision / updating of national guidelines and related standard operating procedures
• Collaborate with Implementing partners to provide technical assistance at regional and site level to improve quality of HIV prevention and clinical services offered to key population
• Work with Implementing partners and supported sites to design appropriate and adapted strategies to improve access to HIV Prevention services, linkage to treatment for people who test positive for HIV in line with 95-95-95 goals,
• Maintain working relations with Ministry of Health National AIDS Control Program to support development and implementation of HIV Prevention and Clinical Services presentations, reference materials and reporting tools.
• Participate in program development and the writing of project proposals for extension of existing and/or establishment of new programs in Haiti
• Strengthen coordination by developing project specific standard operating procedures (SOPs), forms and guidelines.
• Identify and evaluate gaps and challenges and develop action plan to address challenges related to Prevention and treatment services.
• Provide regular feedback to management, relevant program team members and implementing partners.
• Regularly liaise and meet with implementing partners to review progress, identify and resolve challenges and problems.
• Provide support to technical Advisors in implementing continuous quality improvement activities to enhance HIV care and treatment services.

Data Management and reporting
• Contribute in collaboration with Project coordination and technical and clinical advisors to monthly, quarterly, semi-annual and annual narrative program reports;
• Liaise with technical advisors; implementing partners, donors and the Ministry of Health to ensure accurate data is being reported and that the correct analysis is being undertaken;
• Ensure proper follow up of and monitoring of various recommendations.
• Work with implementing partners and key stakeholders to ensure that all clients eligible to prevention and treatment services are timely and accurately reported at all supported sites

Quality Improvement
• Collaborate with M&E advisor to analyze, synthesize and disseminate guidance on best practices related to Care and treatment services
• Work collaboratively with other Equip Advisors, to develop efficient strategies to implement through Healthqual methodologies to continuously improve prevention care and treatment services
• Attend National AIDS control and other key stakeholders monthly and quarterly review meetings to identify challenges and provide solutions to emerging issues.

Capacity Building and Support
• Conduct technical and mentoring visit to ensure HIV services (Prevention and clinical care are provided according to national norms and standards
• Support implementing partners in providing capacity building, training and mentoring to improve HIV prevention, clinical care and treatment services delivery at supported ART sites
• Assist service delivery partner organizations and supported health facilities in implementing continuous quality improvement methodologies to address weaknesses identified in care and treatment services
• Build capacity of service delivery partner organizations and supported health facilities in adequate use of Care and treatment data for decision making
• Enhance coordination through sharing of knowledge, information and expertise

Stakeholder Engagement and Representation
• Establish and maintain regular contact with the Ministry of Health and National AIDS Control Program and other stakeholders relevant to or involved in ISPD activities;
• Participate in relevant ISPD-BRIDGE technical working groups such as: PrEP, Test and Start, Multi Month Scripting, Viral Load Scale up
• Represent ISPD-BRIDGE at relevant stakeholder meetings or conferences as and when required.
• Participate in relevant NGO/AIDS Council fora and networks, technical meetings and exchange information with other partner NGOs and government department or PEPFAR as required;
• Ensure continuous and adequate communication with implementing partners and other partners or donors and explore possibilities for new partnerships or collaboration as may be appropriate for future program extension
• Promote ISPD-BRIDGE efforts, visibility of program interventions and expansion with relevant authorities and donors in Haiti;
• Fulfil other duties and responsibilities as may be reasonably assigned by the supervisor

Qualifications Requises

Doctor of Medicine with post graduate training in HIV care and Infectious Diseases and prior working experience in HIV clinical service delivery; Experience in implementing continuous quality improvement methodologies and data management. Excellent management and coordination skills. Knowledge and certification in Good Clinical Practices. Professional, pro-active, friendly, helpful and caring. Management and coordination skills as well as ability to manage conflict. Demonstrate resourcefulness, communications skills, report writing and administrative skills. Ability to work under pressure and in a diverse environment. Willingness to travel extensively including in remote areas. Ability to work independently as well as in a team environment. Thorough with good attention to detail. Self-motivation with high regard for excellence, work ethic, values and integrity. Proficiency in French and English and working knowledge of Microsoft Office.
