Introduction
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The IFRC launched emergency appeals and DREF to support the Haitian Red Cross scale up their emergency response efforts to support people who are affected by the present crisis. Outpatient care, disease/outbreak prevention, health promotion, psychosocial support, shelter programs and community engagement and accountability are key components of the appeal. Support for the National Societies and appeals are managed from the America regional officed based in Panama.
An earthquake with a magnitude of 7.2 at a depth of 10.0 km (6.21 miles) has occurred at 13 km south-southeast of Petit Trou de Nippes, Haiti, as reported by the National Earthquake Information Center (NEIC) of the United States Geological Survey (USGS) on 14 August 2021, 16:02:56 GMT. Based on the preliminary data, earthquakes of this shallow of depth and magnitude are expected to result in moderate to severe shaking within 245.0 km (152.24 miles) from the epicenter. The US Tsunami Warning System issued a tsunami warning that was later rescinded. No tsunami threats are expected.
The HRCS has requested support from IFRC. In coordination between IFRC HQ and IFRC Regional Office, this emergency has now been categorized as Orange as per IFRC Standard Operating Procedures. The emergency categorization and scalability will be revised in the next 48 hours.
The Logistics senior Officer is to be based in PAP and reports to the Operations Manager and holds a Technical line to Logistics Manager Unit in Americas Regional Office.
Fonctions
Job Purpose
The logistics senior Officer will monitor activities to enable delivery of logistics services which are in-line with IFRC Logistics strategy and IFRC procedures ensuring right quality and optimized services that meets the requests of services users.
This will include involvement in fleet management, stock control, warehousing, ensuring efficient logistics and warehousing operations, and is the first line of assistance during the response for operations involving the warehouse stock.
He/She will work closely with HRC logistic department ensuring integrated approach with HNS and conduct activities in scope of National Society development (NSD).
Job duties and responsibilities
This role carries both co-ordination and management responsibilities. The role will provide level logistics service provision in conjunction with HNS and under the guidance of the Operations Manager. The aim of working with NS is to build skills and capacity to enable NS to manage Country level logistics as set target with RC/RC need. This role is also responsible for the direct management of IFRC logistics projects and carries accountability for Country level IFRC fixed logistics assets. As such, this role requires excellent team working, training and project management skills and technical expertise.
Logistics standards and procedure:
• Responsible for implementing and maintaining standard IFRC/HRC logistics. Updates in Logic and Fleetwave.
• Conform to IFRC guidelines with regards to LPSCM standards including logistics financial and procedural management of the procurement process and contract management, seeking clarification and guidance.
Fleet:
• Provide overall control of all vehicles, vehicle despatcher and drivers.
• Ensure that all vehicles in Country are registered, insured, and have valid documentation that allows them to operate in accordance with the rules of the land.
• Ensure that vehicles are well maintained and serviced timeously in line with IFRC regulations.
• Ensure that vehicle files are readily available, and all information therein is up to date.
• Ensure that all logbooks are adequately filled and submitting logbook information to the Regional Fleet Officer on a Monthly basis.
• Advising on preventative and repairs of vehicles to ensure maximum life span on vehicles.
• Assist in driver recruitment and training.
• Advise Logistics Delegate of all legislation changes and ensuring compliance therewith.
• Update all the information to fleetwave adequately.
Warehousing
• To maintain and develop the IFRC warehousing (reorganizing and maintenance)
• To implement, maintain and follow IFRC - Haitian Red Cross standard warehouse practices and record keeping in accordance with audit trail standards.
• To ensure the correct storage and rotation of stocks, as well as proper structural maintenance of the warehouse(s) in view of maintaining all stocks in good condition.
• To maintain accurate stock records and controls and provide weekly and monthly stock reports to the Line Manager and advice on warehousing issues that affect the overall operations.
• To organize local labour timely and efficiently. Reception and dispatch of goods within the warehouse.
• To liaise and maintain timely communications with relevant other delegation units, departments, and services to ensure the timely and efficient receipt and dispatch of goods from the warehouse in support of their activities.
• To support, train and develop the competencies of local employees, so they may be self-sustaining
• To contribute to strengthening the capacity of the IFRC - HRC warehouse staffs
• To perform other duties as may be assigned by the direct supervisor.
Staff Management
• Provide coaching and on-the-job training to the HRC staff and volunteers with regards to building capacity at local levels on Logistics Standards and accountability.
Other duties
• Ensure proper asset management and reporting including implementation of existing IFRC tools and software
Qualifications Requises
• Educated to university degree level in relevant subject, preference for Logistics, procurement, and supply chain management
OR
• University degree in degree in Business Administration, Management, Logistics, Procurement, or a related field
• A professional certification in Logistics or a related field highly desired.
• Demonstrable of high level of competency in logistical supply chain management can substitute for degree level qualification
Experience
• Availability to manage local staff/teams, direct logistics operations.
• A Minimum of 4 years’ experience in leading and managing logistics
• Ability to motivate, lead and work effectively through others to achieve operational objectives
• Experience of working with a Red Cross/Crescent Society.
• Experience in developing and implementing trainings in logistics management
• Experience in staff management
• Must have a valid driver’s licence legal in Haiti

• Good planning and analytical skills – must be able to identify key information ad evaluates, to set and achieves work tasks, taking into changing demands and plan and prioritize workload.
