Program / Department Summary
Mercy Corps helps communities develop their own ideas to solve Haiti's most daunting problems by using innovative approaches to bring Haitians new social and economic opportunities and to make their country more secure, productive, and just. Established in January 2010, Mercy Corps Haiti is based in Port-au-Prince with satellite offices in Nippes and Cap Haitian. There are 70 staff implementing programs in economic development, agriculture, natural resources management, and humanitarian response. Mercy Corps’ economic development work is guided by the principles of pro-poor development and demand driven strategies. Mercy Corps takes a progressive approach to economic development that leads communities and entrepreneurs from relief to sustainable livelihoods to long term economic growth.

Essential Job Responsibilities
STRATEGY & VISION
? Develop country M&E strategy and system, clearly laying out M&E priorities, and aligning individual program level M&E systems accordingly.
? Ensure that all country programs implement and adhere to Mercy Corps’ MEL Policy standards. Conduct internal quality assurance on MEL standards, and provide support to program for improvement as needed.
? Participate in country management meetings, advocate for improved MEL practices, and inform country-wide strategy sessions.
? As needed, participate in donor meetings and represent Mercy Corps in partner, donor, and Mercy Corps’ regional and agency-level working groups.
? Strongly collaborate with regional Program Implementation and Quality and MEL teams
COACHING, TRAINING AND CAPACITY BUILDING
? Develop and implement knowledge, skills and capacity building initiatives for MEL and program team members across all programs. This may include training, coaching, and mentoring of program and MEL team members on foundational MEL skills, MEL technologies/mobile data collection, data analysis, data visualization etc
? Ensure country – level Standard Operating Procedures for TolaData are up to date. Provide training and coaching for program and MEL staff on how to use TolaData effectively. Ensure that TolaData is routinely updated, check quality of program evidence linked to the system
M&E SYSTEM DEVELOPMENT AND MAINTENANCE
? Develop new and strengthen existing MEL practices, tools and systems to improve the country’s ability to analyze and represent our programs’ cumulative impact to donors, government, colleague agencies, and communities themselves.
? Working closely with the regional and HQ MEL Advisors, identify opportunities for automation and effective use of MEL technologies to increase efficiencies in MEL practices. Examples may include automated Post-Distribution Monitoring, effective use of Ona and CommCare for data collection, use of PowerBI for dashboard development and others. Follow agency’s guidance for recommended use of MEL technologies, insure it is integrated in all programs.
? Design and maintain MEL system/s with utility and program quality in mind, providing managers and their teams real time information that can steer program implementation as well as informing donors and strategic program direction and that helps strategize future program interventions.
? Work with senior management to address shortfalls in M&E that affect program implementation and conduct internal DQAs
PROGRAM LEARNING
? Facilitate and conduct periodic pause and reflection sessions on program progress, synthesize program learning, disseminate to intended stakeholders within and outside Mercy Corps.
? Support program managers to identify and document best practice and evidence behind it, as well as scale up promising opportunities.
? Lead efforts to evaluate and strengthen analytic capacity within the programs, identify and capture learning and best practice, share across programs and partners as necessary.
? Regularly conduct project site visits to provide hands-on training on how to capture and organize information for accurate documentation and use of data for decision making, report and dissemination.
TECHNICAL SUPPORT IN MEL
? Assist in designing programs that incorporate Mercy Corps’ standards on design, monitoring, and evaluation. Where and as needed, write MEL sections in new proposals, help program teams identify most relevant MEL approaches, indicators, learning approaches and others.
? Support, supervise and ensure quality in MEL activities within individual programs as requested. This may include provision of oversight for internal and external program evaluations, donor-led DQAs, large scale surveys, assessments and others.

TEAM MANAGEMENT
? Develop a country- level MEL team structure, clearly define management lines, roles, relevant position descriptions, strategic and annual country level priorities, team and individual level workplans, and provide management guidance and oversight.
? Set a clear direction of MEL in country across all programs. Work closely with program managers to ensure adequate level of staffing in all programs. This may involve developing position descriptions for relevant staff.
? Set up and supervise the country M&E programs including hiring, orienting, and supervising MEL team members as appropriate.
? Develop the capacity of the team, deepen understanding of their roles and assist with staff orientation, career development, professional development through trainings, performance management and others.
? Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-ones and performance reviews.
? Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
SECURITY
? Ensure compliance with security procedures and policies as determined by country leadership.
? Proactively ensure that team members operate in a secure environment and are aware of policies.

Qualifications Requises
? BA/S or equivalent, preferable in statistics, social science research, Monitoring, Evaluation and Learning, international development, or other related fields. MA/S in relevant field strongly preferred.
? 4-6 years of experience in the areas of program development and monitoring evaluation, and learning including experience building and managing an M&E system and team, relevant experience supervising data collection and validation exercises, and building staff capacity.
? Must have extensive training skills and experience working with a variety of donors, including USAID and ECHO.
? Knowledge of mobile data collection (Ona, CommCare, ODK), data analysis and visualization packages (STAT, PowerBI). High level of knowledge of Microsoft package is essential
? Ability to manage and meet deadlines, and excellent communication and organizational skills
? Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
? Knowledge of Sphere standards and other training in humanitarian response preferred.
? Oral and written fluency in French and English is required
