Introduction
The International Federation of Red Cross and Red Crescent Societies (Federation) is the world’s largest volunteer-based humanitarian network with 192-member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) implements its work based on Strategy 2030, employing The Plan and Budget 2021-2025 (P&B) as a manner to support National Society members and other actors to strengthen community resilience in face of disasters and crises. The P&B contains five priorities (Climate and environmental crises; Evolving crises and disasters; Growing gaps in health and wellbeing; Migration and identity; Values, power, and inclusion) and three enabling actions (Engaged - with renewed influence, innovative and digitally transformed with greater emphasis on National Society Development- NSD; Accountable - with an agile management and a renewed financing model with greater emphasis on NSD; Trusted by communities, owned and valued by the membership with greater emphasis on NSD). This results-based framework enables integrated planning, monitoring and reporting.
The Secretariat, headquartered in Geneva, has five decentralized regional offices, of which the Americas is one. The Americas’ region is organized in two main axes: a group of service-based departments and geographical configurations of Country Cluster Delegations (CCD) and Country Delegations (CD), each of them led by the Regional Director; and the other axis with six building blocks composed of (i) Partnerships and Resource Development, (ii) Policy, Strategy and Knowledge; (iii) Communication, (iv) Disaster and Crisis: Preparedness, Response, and Recovery, (v) Health and Water and Sanitation, (vi) Logistics, each of them led by the Deputy Regional Director.
A 7.2-magnitude earthquake shook Haiti on 14 August 2021. The Haiti Red Cross Society (HRCS) is leading a multi-sector and multi-location response effort with national headquarters staff in Port-au-Prince and volunteers throughout its branch network. On 15 August 2021, the IFRC launched an Emergency Appeal to support the HRCS in its response actions in the departments of Sud, Grand'Anse, and Nippes. The Emergency Appeal operation focuses on Shelter; Livelihoods, and Basic Needs; Health; Water Sanitation and Hygiene; Protection, Gender, and Inclusion; Migration; and Disaster Risk Reduction with enabling actions in Strengthening National Societies; Influencing others as strategic partners and Strengthening Coordination and Accountability.
The PMER officer- Haiti position supports the Emergency Appeal operation and all PMER responsibilities in country, including for future emergencies. Based in the IFRC delegation office in Port-au-Prince, Haiti, the professional in this position will report directly to the Head of Delegation for the CCD for the Latin Caribbean (Cuba, Dominican Republic and Haiti). Her/ his technical line manager is the PMER regional manager for the Americas, receiving technical back-up from the PMER-IM senior officer based in the CCD in Dominican Republic. S/he will be part of the Americas PMER extended team.
Fonctions
Job Purpose:
The PMER officer- Haiti has the overall task of supporting all planning, monitoring and reporting actions related to the IFRC Emergency Appeal Haiti: Earthquake, in compliance with IFRC procedures and standards. This entails the assurance of high-quality and timely PMER products (pledge-based reports, operations updates, project proposals, emergency planning documents).
Job duties and responsibilities
Planning
• Support in the revisions of the Emergency Plan of Action, in coordination with the Operations Manager and based on identified needs and potential funding sources
• Provide technical support for project proposals, concept notes and related products for potential funders
• Work with operations team to develop baseline data
• Work with Community Engagement and Accountability (CEA) team to support field surveys (including satisfaction surveys and post-distribution surveys) and ensure adequate data collection and analysis.?
Monitoring
• Develop monitoring tools and system for the operation (monitoring and evaluation plan, indicator tracking table, among others)
• Create data collection tools and disseminate with the operations team
• Support information flows on operational monitoring with the Haiti Red Cross Society
• Ensure credible, reliable and timely monitoring data that can inform on-going management decisions, strategic planning and uphold accountability
• Conduct in-person monitoring, as needed
Evaluation
• Support the creation of terms of reference, timetable and guidance for evaluation(s) related to the operation
• Assist in the follow-up tasks to the evaluation recommendations
• Contribute to upholding technical standards for evaluations
Reporting
• Produce accurate, regular, and timely narrative reports-- operations updates, pledge-based narrative reports (standard and non-standard) for the operation
• Conduct cross-check of the programmatic information and financial data in reports jointly with finance unit to ensure coherence
• Keep the partnership and relationship development (PRD) area and other stakeholders informed about the state of the reports for donors
• Assist the HRCS to report on its achievements of outcomes and outputs of its earthquake response operation following quality standards, in a timely fashion, and aligned with the operational budgets
National Society Development in PMER tasks
• Work with the HRCS to provide technical support (national headquarters and branches) for monitoring and facilitation of result-based management and accountability and evidence-based outcomes
• Provide training and guidance to the National Society to support capacity building in PMER for this operation and other actions by the HRCS
• Facilitate information on PMER learning opportunities available in the Americas
Other PMER duties
• Coordinate with Information Management, CEA, finance, PRD and other areas as needed to fulfil professional responsibilities.
• Perform other PMER-related duties according to the priorities determined by the Head of Delegation, operations manager and/or PMER regional manager
• Provide PMER support for future emergencies, operational planning and reporting or programmatic reporting
Qualifications Requises
Education
• University degree in social sciences, humanities, journalism or relevant area or demonstratable equivalent experience
Experience
• At least of 2 years of professional experience in planning, monitoring, evaluation and reporting positions
• Experience in project cycle management
• Solid experience in report writing and editing, with attention to product delivery in accordance with tight deadlines
• Experience with the Red Cross Red Crescent Movement
• Experience in working with a non-profit, humanitarian or development organization
Knowledge and Skills
• Strong analytical and problem-solving skills
• Excellent communication and inter-personal skills
• Able to work independently and as part of a team
• Flexible and adaptable to work effectively in a multicultural environment
• Skilled in data gathering, processing and analysis
