Introduction

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.



The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.



The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.



The IFRC has five regional offices in Africa, Americas, Asia Pacific, Middle East and North Africa, and Europe. The IFRC also has country cluster support team office delegation and country office delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.



The global impact of COVID-19 has already been significant, and it represents the most serious global health threat resulting from a respiratory virus, since the 1918 influenza pandemic. IFRC has been actively responding to the pandemic by focusing on both preparedness and response. The IFRC has launched a global appeal which focuses on preparedness and response across all regions. The IFRC’s Americas’ Region represents a Red Cross in each of the 35 Americas’ countries.? The Americas’ Regional Office based in Panama City, Panama has been providing support to Americas’ NS through its Country Cluster Support Teams Offices (CCSTO) and Country Offices (CO) in responding to the COVID19 pandemic.?



The?IFRC launched emergency appeals and DREF to support the Haitian Red Cross scale up their emergency response efforts to support people who are affected by the present crisis. Outpatient care, disease/outbreak prevention, health promotion, psychosocial support, shelter programs and community engagement and accountability are key components of the appeal. Support for the National Societies and appeals are managed from the America regional officed based in Panama.



An earthquake with a magnitude of 7.2 at a depth of 10.0 km (6.21 miles) has occurred at 13 km south-southeast of Petit Trou de Nippes, Haiti, as reported by the National Earthquake Information Center (NEIC) of the United States Geological Survey (USGS) on 14 August 2021, 16:02:56 GMT. Based on the preliminary data, earthquakes of this shallow of depth and magnitude are expected to result in moderate to severe shaking within 245.0 km (152.24 miles) from the epicenter. The US Tsunami Warning System issued a tsunami warning that was later rescinded. No tsunami threats are expected.



Early damage assessments indicate that at least 800,000 people could be directly exposed to minor to severe damages, including communication, access, security, loss of livelihoods, infrastructure, and health services could be impacted.

The HRCS has requested support from IFRC. In coordination between IFRC HQ and IFRC Regional Office, this emergency has now been categorized as Orange as per IFRC Standard Operating Procedures. The emergency categorization and scalability will be revised in the next 48 hours.

The earthquake struck during a current political crisis, which is ongoing since the president of Haiti was assassinated on 7 July 2021. In addition, according to the National Hurricane Center, Tropical Storm Grace, which formed in the eastern Caribbean the same morning, is on a path toward Haiti with possible landfall on Tuesday, 17 August 2021.



The Shelter Officer will be based in Les Cayes and report directly to the Field Coordinator and holds a technical line to the Shelter Advisor - ARO.
Job Purpose:


The Shelter Officer, under the direction Field Coordinator, will work in collaboration with the National Society, IFRC personnel, other Movement Partners, National and International Humanitarian Organizations, local authorities and affected communities within the mandate of the Movement to: Collaborate on Shelter and Settlements strategic planning from relief to recovery, program development and implementation with a focus on specific technical deliverables.


Fonctions

Overall:



Support the definition of context specific Shelter & Settlement interventions taking into consideration a full range of assistance support options with a clear selection criterion to cover short to long term needs from emergency to recovery, including Disaster Risk

Reduction and Contingency Planning.

Select the most appropriate combination of implementation modalities as

appropriate, including In-Kind, Cash & Vouchers, Training, Technical Support, etc.

Support with the development of monitoring and assessment tools for the Shelter activities to ensure the quality of the program

Ensure that interventions incorporate access to knowledge, materials, resources and technologies, including innovation and energy efficiency as appropriate.



Implement the Shelter & Settlements programme ensuring that communities are involved, and their preferences are integrated in all stages of its implementation through well-defined participatory processes (ODHR, community contracts, community trainings, PASSA, etc) where possible.

Support as required with inputs to operational assessments and risk analysis related to possible shelter interventions

(Assistance options and related implementing modalities) and contribute to the development of mitigation measures.



In compliance with local, national and/or international standards and Building Regulations as required, develop the

design (drawings, specifications, construction details, structural calculations and Bills of Quantities) for shelter solutions (emergency, transitional and/or durable).

In addition, as required, develop and coordinate settlement planning (urban and rural settings) where infrastructure, community facilities and residential areas should be integrated.



Contribute to the development of Shelter programme scheduling and coordination of activities. Coordinate detailed

reviews of plans to schedule deliverables and estimate costs, ensuring works schedules are adhered to and performance guarantees are in place.

Support regular, timely and accurate narrative and financial reports as required.



Support the integration of technical assistance, quality assurance and capacity building on the use of materials and

construction techniques to build back safer as part of the Shelter & Settlements interventions (from emergency to recovery).

Ensure the technical specifications, guidelines and Information, Education and Communication awareness materials are developed to enhance the capacity of the National Society and the affected population.

Support the advocacy and/or implementation of strategies to address and mitigate issues related with Housing Land and Property and security of tenure, that could hamper the provision of humanitarian shelter assistance and delay the process of recovery

Advise on minimum standards for the provision of different services while managing communal displacement settlement scenarios (planned and/or unplanned settlements and collective accommodation).



Guide and supervise the work of shelter national staff and volunteers (National Society, IFRC), to enhance their capacity

to define, implement and evaluate shelter operations through training, on the job coaching and mentoring.



Support the development of tender processes and contract administration for construction services if necessary (evaluation, design, engineering, site)



Supervision and/or management, construction works) in accordance with IFRC / National Society standard procedures and existing regulations in country. Oversee those correct permits and license are obtained when required.



Support the Rapid Response Shelter Coordinator with the engagement of existing Inter-agency Shelter Coordination

mechanisms at national/ regional / hub level as required to report on IFRC shelter interventions and ensure appropriate coordination and/or cooperation with all involved stakeholders.

Participate in Shelter Technical Working Groups established to define technical specifications, Information, Education and Communication material, awareness campaigns adapted to the context as required.


Qualifications Requises

Education
• Degree (dependent on type and content of qualification) or equivalent professional
• qualification in Structural/Civil Engineering, Architecture, Urban Planning, Construction
• Management or related technical field of the building environment.
• IFRC Shelter Technical Training- “Shelter & Settlements in Emergencies, Natural Disasters” (or equivalent experience).

Experience
• At least 3 years of experience working in Shelter and Settlements / building environmen(Commercial practice and/or humanitarian/development context).
• At least 3 years’ Experience in working in humanitarian interventions including large complex operations and/or development programmes.
• At least 3 years’ Experience in emergency response with early recovery / recovery transition planning.
• Proven experience in drafting Plans of Action /Strategies.

Knowledge and Skills
• Excellent interpersonal and communication skills, and ability to network effectively?
• Basic understanding of Shelter & Settlements in Emergencies
• Ability to work in a multi-cultural environment
• Strong ability to incorporate Shelter related systems and processes into operations and programs, taking into account the context and low resource environments.
• Tact, discretion, and confidentiality.
