The Data Analyst (DA) is part of the PSM project team responsible for managing data used to ensure the distribution, quantification and procurement of medicines, tests and laboratory supplies for the PEPFAR HIV program. The DA collects stock inventory and patient data reports from the PEPFAR health care facilities in Haiti, enters the data into the data base, calculates the CMM, prepares stock requisitions, assists in preparation of related reports, verifies the requests with the sites, and ensures that the data entered is accurate.

Specific tasks to be completed under this SOW are as follows:
• Ensure that stock inventory and patient data reports are collected from the health facilities on a monthly basis or more often as required.
• Retrieve monthly reports from the sites through the PSM-Report mailbox (1st to 10th of the month).
• Ensure the collection and archiving of reports on the project SharePoint and SYGDDOC.
• Verify the completeness of the reports and carry out the necessary follow-up with RSCM, Networks and sites.
• Contact RSCM, Networks and sites as required to correct the irregularities observed in the reports through email and / or telephone call.
• Ensure that data is accurately entered into the database, by the deadlines, following established department procedures.
• Prepare the list of all sites reports received.
• Share the reporting rate with sites and networks to improve performance (15th day of the month).
• Identify on the system (SYGDOCC) all data requiring validation in the site by putting a label (TO VALIDATE).
• Regularly analyze site consumption reports including all stock management parameters for better anticipation of stock-outs (loss, theft, damaged, expired, adjustments, available stock, transfer / loan, etc.)
• Make a global analysis of the sites’ needs to better prepare the regular distribution (Pre-Back Order Analysis).
• Make a follow up with the sites to identify the real stockouts(filtering), determine their cause and propose corrective actions.
• Analyze the calculations made by SYGDOCC and push or transfer those calculations on Warehouse System for creation orders.
• Analyze the relevance of emergency requests by verifying the historicity of the consumption of the product, confirming with the site and / or the regional monitors this need and allow or not this request.
• Follow up of all the anticipation stock-out alerts generated by the system (SYGDOCC) to better plan a redistribution between site and / or an urgent distribution.
• Submit to the Data Manager, on monthly basis, the list of sites to visit, specifying the type of technical support required (all this information must be available on SYGDOCC).
• Work closely with all technical programs advisor to address any problems or issues on data received from sites.
• Follow the tracking table of back orders when requisitions are not fulfilled.
• Prepare proactively, as soon as products are available in warehouse, new calculation for additional requisitions to fulfill non- honored previous quantities of supplies per site.
• Assist in the analysis and preparation of various reports- such as patient regimen, patients at sites, consumption reports, etc., as requested.
• Assist the supervisor to ensure tables and graphs representing network performances are available for coordination meetings.
• Proactively identify data problems by making recommendations or by searching for appropriate solutions with the supervisor.
• Participate in the validation exercise of consumption data and patients by regimen in conjunction with the validation team (half-yearly or as needed).
• Participate on request to both internal and external meetings.
• Performs any other task entrusted to him by his supervisor.
Qualifications Requises
Job Qualifications
• Bachelor’s degree in Pharmacy or Laboratory or equivalent Experience in Management Health information’s system.
• 2-3 years of demonstrated work experience in data management, management information systems, logistics or related experience in health care.
• Proficiency in Microsoft office products including Word and Excel.
• Fluency in French and Creole required.
• Good knowledge of English helpful.
• Data profiling experience.
• Basic knowledge of SQL and PL/SQL.
• Adept at queries, report writing and presenting findings.
• Excellent written and oral communication skills and the ability to work as part of a team in a dynamic, fast paced environment are also required.
• Ability to analyze a problem and pick the best and most cost-effective solution.
• Ability to solve problems outside of the initial area of expertise.
