Introduction
Compassion Health Haiti et Strategys recrute pour le compte de leur client, Chemonics International Inc, un poste de HR Officer.
Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.
Fonctions
Position Purpose:
The Senior Human Resources (HR) Officer will provide high level support in managing overall human resource needs to meet the objectives of the GHSC-PSM Haiti project. A high level of organization is key to effective functioning in this position, as well as good analysis and communication skills. Also, key is an understanding of USAID and Chemonics record keeping and reporting regulations. The Senior HR Officer will work closely with the HR Manager and must be able to replace the HR Manager when absent.
The Senior HR Officer is the focal point for all the needs of project employees related to personnel policies, procedures, and benefits. The Senior HR Officer will perform the following duties and responsibilities:
Tasks:
Specific tasks to be completed under this SOW are as follows:
• Coordinate project recruitment/hiring process to ensure the hired staff is capable of meeting requirements of respective positions.
• Ensure that any recruitment takes place in full compliance with policies/procedures.
• Advertise positions, seek qualified candidates, invite, and encourage prospective candidates for employment with CHEMONICS.
• Ensure transparent and bias-free recruitment process ensuring “no conflict of interest;”
• Assist in coordinating recruitment of local long-term resources; ensure quality control of recruitment process, interview candidates, and make recommendations to the HR Manager.
• Perform orientations, onboarding, and update records with new hires.
• Report progress of recruitment activities to the HR Manager.
• Ensure that employment files including contracts, amendments, job descriptions, leave entitlements, annual evaluations, and other forms (e.g. severance and final payment) are current and well documented.
• Negotiate salaries with all candidates for long-term and short-term local positions in accordance with USAID regulations and internal policies including accurate completion of biodata forms, salary verification documents, and references checks.
• Coordinate and prepare of employment agreements for all project staff.
• Coordinate preparation of local short-term consultant agreements as well as monitoring and evaluation of consultant performance; ensure that all consultant files are in order and up to date, including copies of consultant evaluations and final deliverables.
• Establish and maintain a database of international/local consultants and resource organizations.
• Availability to take initiative with the HR Manager validation.
• Assist the HR Manager on wellness activities in office.
• Assist in the management of the local health insurance file with (AIC, OFATMA)
• Maintain and update the employee tracker.
• Maintain and update the leave tracker.
• Nurture a positive working environment.
• Provide support to employees in various HR related topics such as leaves, compensation etc and resolve issues and problems.
• As needed make the follow up on life insurance with the home office.
• Ensure that Chemonics complies with necessary local labor law, including payments to employee benefit funds and serve as the point of contact for local personnel policies and procedures including making recommendations for changes and additions.
• Ensure staff compliance with local policy manual and local labor laws.
• Assist project staff with immigration formalities (if applicable).
• Establish and maintain database of all employee contracts with details using Chemonics templates.
• Work in close collaboration with the Operations team and accounting.
• Work in close collaboration with the PMU.
• Any other tasks as assigned by the Human Resources Manager.
Qualifications Requises
Job Qualifications
• Bachelor’s degree preferred in business administration/ Human Resources or related field, or equivalent work experience
• Minimum of 4 years of professional relevant work experience.
• Experience working on USAID-funded projects or other donors is preferred
• Demonstrated relevant knowledge in HR or Administration management, for offices of USAID-funded projects preferred.
• Exemplary management, communication, and interpersonal skills that promote teamwork and cultivate strong relationships with staff, partners, stakeholders, and beneficiaries
• Proven proficiency in Microsoft Office, Knowledge of database management
• Fluency in spoken and written English preferred and French is required.
Conditions de travail
Reporting:
• The Senior Human Resources Officer will report directly to the Human Resources Manager
• Chemonics may amend the SOW for this assignment in consultation with the employee.
Working Conditions/Duration of Assignment
This is a long-term position for the life of the contract based in Port-au-Prince, Haiti.
